RFP #1172758 - Flexible Spending Accounts (Health Care FSA, Child Care FSA, and Commuter/Mass Transit FSA) and Health Saving Account (HSA) Benefit Administration

The Montgomery County Government is seeking proposals from qualified vendors to provide Flexible Spending Accounts (FSAs) and Health Savings Accounts (HSA) effective January 1, 2027. The primary objective is to contract with a Third-Party Administrator (TPA) to effectively administer the County’s FSA program, including eligible claims reimbursement, record keeping, enrollment services, participant education, and communications in accordance with IRS guidelines. The selected contractor must duplicate the County’s existing FSA program and services, and identify any deviations in instances where they were unable to duplicate existing services. • The contract is for the administration of FSAs, including Health Care, Child Care, and Commuter/Mass Transit accounts. • The contract also includes the administration of HSA plans, which may be implemented in the future. • The contractor must have full knowledge, capability, and resourcefulness to effectively administer the County’s FSA program. • The contractor must provide enrollment services, participant education, and communications in accordance with IRS guidelines. • The contract is effective January 1, 2027, implying a duration of at least one year.
