Insurance covers the coverage and risk services public agencies buy for themselves and their employees: property and liability insurance, workers' compensation, employee health, dental, vision and life plans, self-funded plan administration, stop-loss coverage, insurance brokerage and consulting, and claims administration. Buyers include cities and counties, school districts, universities, transit and utility authorities, state risk management offices and public pools that insure several agencies together.
Coverage and plan administration are usually bought through a Request for Proposals scored on coverage terms, network or service quality, experience with public entities and cost, and many agencies hire a broker or consultant first, sometimes through a separate RFP, to market the program. Contracts often run for several years with annual renewals. Carriers, brokers and administrators generally need to be licensed in the state where coverage is written.
