Description

Erie County’s Department for the Aging is seeking a qualified vendor to design, deliver, and certify a comprehensive trauma‑informed care (TIC) training program for its staff and partner‑agency personnel (75‑100 participants). The contractor will create a three‑tier curriculum (leadership, supervisory, frontline), provide hybrid in‑person/virtual instruction, conduct organizational readiness assessments, and offer ongoing coaching to develop internal TIC specialists. Deliverables also include issuance of accredited digital badges, interim and final evaluation reports, and full transfer of all work‑product rights to the County. • Develop and deliver a TIC curriculum for three audience levels (leadership, supervisors, front‑line). • Provide hybrid training (primarily in‑person) for 75‑100 staff across Erie County and four partner agencies. • Conduct readiness assessments, coaching, and create a cohort of internal TIC specialists; issue digital badges/certificates. • Submit interim and final reports; all deliverables become County “works‑made‑for‑hire.” • Meet insurance, certification, and proposal‑format requirements; indirect costs capped at 10 % of total contract value.

Budget estimate

$150,000 – $300,000

Because the RFP does not disclose a contract ceiling, we estimate based on typical government training/consulting engagements of this scope (75‑100 participants, curriculum development, multi‑tier delivery, ongoing coaching, and digital badge issuance) and a one‑year term. Assuming an average daily rate of $1,200‑$2,500 for senior consultants and $800‑$1,200 for instructional staff, plus materials and credentialing fees, total contract value could range from roughly $150,000 to $300,000. The low end reflects a lean delivery model with minimal coaching; the high end reflects extensive onsite coaching, multiple assessment cycles, and premium badge‑issuing services.
