Integrated Inmate Communications & Technology Services

Uintah County is seeking a single vendor to design, install, operate, and maintain a fully integrated Inmate Technology System (ITS) for its 392‑bed jail in Vernal, Utah. The turnkey solution must include inmate telephones, secure wireless tablets, video visitation, digital mail scanning, IVR, secure e‑messaging, investigative and reporting tools, and 24/7/365 support—all provided at zero cost to the County, with the vendor assuming all financial risk and recouping costs through end‑user fees and revenue‑sharing arrangements. The contract term is three years with two optional one‑year renewals, and the system must be fully operational within 60 days of contract execution. • Scope covers hardware (35 telephones, tablets, kiosks, networking), software platforms, integration with TEAM Solutions and educational providers, and compliance with CJIS and ADA standards. • Vendor must supply all installation, data migration, training, weekly on‑site maintenance, and a dedicated secure LAN isolated from County networks. • Revenue model: vendor‑funded; compensation derived from inmate‑generated fees and a commission share to the County. • Evaluation based on technical criteria, oral presentations, and demonstrated experience in correctional communications.
