Description

The City of Wilmington is seeking a qualified vendor to lease and operate a café space within the Skyline Center building for a one‑year term (with two optional renewal years). The vendor will be responsible for all aspects of café operation, including staffing, inventory, POS system, interior cleaning, equipment maintenance, licensing, insurance, marketing, and optional catering services. The space lacks a commercial kitchen, so offerings are limited to coffee, espresso, pre‑packaged foods, and grab‑and‑go items. The City will provide the physical fixtures and inventory list, while the vendor supplies all other equipment, supplies, and services. The contract includes a monthly lease fee to be proposed by the vendor, and the City will evaluate proposals based on operational plan, experience, menu, marketing, and financial viability. • Full lease‑and‑operate responsibility (staffing, inventory, POS, cleaning, equipment maintenance). • No commercial kitchen – limited to coffee, pre‑packaged food, and grab‑and‑go items. • Mandatory pre‑proposal meeting/site visit on September 3 2026; proposal due September 22 2026, 3 PM. • Vendor must hold NC business registration, health licenses, insurance, and submit a monthly lease fee proposal.

Budget estimate

$50,000 – $200,000

No specific lease fee is disclosed, so we estimate based on typical small‑scale café leases in a downtown office building and expected profit margins. Assuming a monthly lease fee between $5,000‑$10,000 and modest operating profit, the vendor could earn roughly $60,000‑$120,000 annually from lease payments alone, plus additional profit from café sales. Accounting for variability in sales, staffing, and renewal options, a reasonable total earnings range is $50,000‑$200,000 for the first year.
