North Carolina Bids and Bidding Guide
North Carolina state agencies post solicitations to the Electronic Vendor Portal (eVP), run by the Division of Purchase and Contract, with transportation work advertised separately through NCDOT letting. Beyond that sit 100 counties, the municipalities, the 16-campus UNC System and 58 community colleges, each buying independently. This guide covers the state portals and then goes county by county — because in North Carolina the regional differences genuinely matter. What Mecklenburg buys looks nothing like what Buncombe buys.
Where Are North Carolina RFPs Posted?
- eVP — the Electronic Vendor Portal — the state's official eProcurement platform, managed by the Division of Purchase and Contract. Vendors register free, search active solicitations, respond electronically, and look up awards and purchase orders. It replaced the older Interactive Purchasing System, so any bookmark pointing at IPS should be updated.
- NCDOT bidding and letting — road construction, bridges, engineering and related professional services run on their own advertisement and letting calendar, outside eVP. Most construction categories require prequalification before you can bid.
- Counties and municipalities — all 100 counties and the cities within them publish on their own portals. Charlotte, Raleigh, Durham, Greensboro and Winston-Salem each run purchasing departments of substantial size.
- Universities and community colleges — the 16 UNC System campuses and 58 community colleges procure independently, and so do Duke and the other private institutions. In the Triangle in particular this is where a large share of the research, facilities and IT spending sits.
- The NC Small Business Enterprise program — the 2026 state budget eliminated the Historically Underutilized Business (HUB) office and repealed the HUB participation-goal statutes. The NC Small Business Enterprise program continues and is moving to the Division of Purchase and Contract, so check whether you qualify there.
What Do You Need Before You Can Bid in North Carolina?
- An eVP registration. Free, and required to respond to state solicitations. Your commodity code selections drive the notifications you receive, so choose them deliberately rather than exhaustively.
- Authority to transact business in North Carolina. Out-of-state entities generally register with the Secretary of State before holding a contract. Handle it before you win, not after.
- NC Small Business Enterprise certification, if you are eligible. The 2026 budget eliminated the HUB office, so HUB certification no longer applies to state contracts, but the NCSBE program continues under the Division of Purchase and Contract.
- Licensing where the work requires it. General contractor licensure through the NC Licensing Board for General Contractors applies above a statutory threshold, and design work requires the relevant professional board license.
- Insurance and bonding lined up. Construction solicitations name bid, performance and payment bond requirements in the document itself. Know your surety capacity before you decide to bid.
- Both deadlines diaried. The written question cut-off usually falls well before the submission date. After it passes you are bidding on your own interpretation of anything unclear.
Which North Carolina Counties Issue the Most RFPs?
North Carolina's economy is unusually regional for a single state, and its procurement follows suit. These are the counties worth targeting and what each of them actually buys.
- Mecklenburg (Charlotte) — one of the two largest local buyers in the state, alongside Wake. Banking and financial services shape the private market; the public side is transit and light rail, airport work at Charlotte Douglas, water and stormwater, street reconstruction, and a large county health and human services operation.
- Wake, Durham and Orange (the Research Triangle) — Raleigh is the capital, so state agency headquarters sit here alongside NC State, Duke and UNC Chapel Hill. Research Triangle Park, founded in 1959, remains the largest research park in the United States. Expect research equipment, laboratory fit-out, clinical services, IT and campus construction, much of it bid by the universities rather than the state.
- Guilford (Greensboro and High Point) — the state's logistics crossroads, positioned between Charlotte and the Triangle. Transportation, warehousing, distribution and advanced manufacturing dominate, with the airport authority a significant buyer in its own right.
- Forsyth (Winston-Salem) — a healthcare and biotechnology market built around Atrium Health Wake Forest Baptist and the innovation quarter. Clinical, laboratory and facilities contracts recur, alongside the usual municipal and county work.
- Cumberland (Fayetteville and Fort Bragg) — one of the largest military installations in the world sits here, which means federal contracting layered on top of county and municipal work: base support services, construction, logistics, healthcare and family services. Registering in SAM.gov matters as much as registering in eVP in this county.
- Buncombe (Asheville) — tourism, arts and outdoor recreation drive the economy, and mountain geography drives the buying: road and slope work, water systems, parks and trails, and a continuing weighting toward storm recovery and resilience infrastructure.
- New Hanover (Wilmington) — the Port of Wilmington anchors shipping and logistics, with coastal resilience, dredging, tourism infrastructure and film-industry support services alongside it.
- Gaston and Union — Charlotte's neighbors, growing fast and buying accordingly: schools, water and sewer extensions, roads and suburban facilities. Fewer bidders chase this work than chase the equivalent inside Mecklenburg.
- The rural east — the coastal plain counties buy agriculture-adjacent services, water and wastewater, school facilities and emergency management, and consistently attract the smallest bidder pools in the state.
How Do You Track North Carolina RFPs Without Checking Every Site?
eVP covers state agencies. Checking it, NCDOT, 100 county sites, the municipalities, 16 university campuses and 58 community colleges is not a realistic morning routine. Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. Filter to North Carolina and narrow by county, agency, industry or NAICS code, then save the search so new North Carolina bids arrive in one email digest, daily or weekly, at the hour you pick. It is $49.99 a month or $479.99 a year, with a 7-day free trial.
Keep your eVP and NCDOT notifications running alongside it — they are free, they come from the source, and there is no reason to pick one over the other. Then use the award data as well as the open listings: knowing what the last two comparable contracts went for in your county is worth more than any amount of proposal polish.
Where Should You Start With North Carolina RFPs?
- Register in eVP and set your commodity codes. Nothing on the state side works until this exists.
- Check whether you qualify for the NC Small Business Enterprise program, which replaced the HUB office's role after the 2026 budget.
- Pick two or three counties you can actually serve and register directly with them rather than trying to cover all 100.
- If you sell into research, healthcare or campus facilities, register with the UNC System campuses and Duke separately — that spending does not appear on the state portal.
- Set a daily alert so the rest of the state is not depending on your browsing habits.
North Carolina rewards bidders who pick a region and learn it properly. The state portal is the front door, but most of the money is spent by the hundred-plus buyers behind it — and the ones outside the Charlotte and Triangle metros see the fewest responses.
FAQs
Where are North Carolina RFPs posted?
The Electronic Vendor Portal (eVP), managed by the Division of Purchase and Contract, is the state's official eProcurement platform for solicitations, awards and purchase orders. NCDOT posts transportation work separately, and the 100 counties, municipalities and universities each run their own processes.
What is the North Carolina eVP?
eVP is North Carolina's Electronic Vendor Portal, where vendors register, search active solicitations, and view awards and purchase orders. It replaced the state's older system and is the primary place to watch for State of North Carolina agency opportunities.
Which North Carolina counties have the most contracting activity?
Mecklenburg, covering Charlotte and its finance, healthcare and technology sectors, and Wake, Durham and Orange, the Research Triangle counties, lead the state, then Guilford around Greensboro, Forsyth around Winston-Salem, and Cumberland around Fayetteville and Fort Bragg.
How do I bid on Research Triangle opportunities?
Start with eVP for state work, then watch the universities directly — NC State, Duke and UNC Chapel Hill each procure independently and issue substantial research, facilities and services contracts. Wake, Durham and Orange county portals cover the rest.
Are there federal contracting opportunities in North Carolina?
Yes, and Cumberland County is the center of them. Fort Bragg is one of the world's largest military installations, generating sustained demand for base support, construction, logistics, healthcare and family services alongside the county and municipal contracts.
What industries win the most North Carolina contracts?
It varies sharply by region. Finance, healthcare and technology around Charlotte; research, education and biotech in the Triangle; transportation, logistics and advanced manufacturing in Guilford; healthcare and biotechnology in Forsyth; and shipping, tourism and the arts around Wilmington.
Do I need to register to bid on North Carolina contracts?
Yes. eVP registration is free and required to respond to state solicitations, and your commodity codes decide which notices you receive. Out-of-state businesses generally need to register with the Secretary of State before holding a contract, and most NCDOT construction work requires prequalification.
How many North Carolina bids close this week?
