The Navy’s Naval Surface Warfare Center – Indian Head Division is seeking a contractor to provide monthly deliveries of bulk non‑medical‑grade liquid carbon dioxide and liquid nitrogen, plus an on‑call emergency “hot‑fill” service, under a firm‑fixed‑price contract. The contractor must fill government‑owned tanks on site, comply with hazardous‑material handling, OPSEC, VPP safety, and extensive cybersecurity requirements, and be able to respond within 24 hours for emergency deliveries. The contract will have a base year (31 Dec 2026‑30 Dec 2027) with up to four one‑year options, potentially spanning five years total. • Deliver 27,951 lb of liquid CO₂ (≈ 16,771 gal) in 12 monthly shipments per year. • Deliver 16,771 gal of liquid N₂ in 12 monthly shipments per year. • Provide a one‑time emergency hot‑fill service on demand with a 24‑hour response window. • Meet OPSEC training, VPP safety manual signing, hazardous‑material labeling, IUID marking, and NIST 800‑171 cybersecurity controls.
