Government-Owned, Contractor-Operated (GOCO) Fuel Services at NAWS China Lake, California

The Defense Logistics Agency (DLA) Energy is seeking a contractor to provide comprehensive Government‑Owned, Contractor‑Operated (GOCO) fuel services at Naval Air Weapons Station (NAWS) China Lake, California. The award will be a firm‑fixed‑price contract with a base period of four years and options extending up to an additional five years plus a six‑month extension. The contractor must supply all personnel, equipment, tools, materials, and supervision to manage, operate, and maintain the fuel storage and distribution facilities, ensure inventory control, comply with environmental and safety regulations, and support both ground and aircraft fueling operations. The effort includes 24/7 operational coverage, spill prevention/response, security clearances, and integration with DLA Energy’s electronic inventory and point‑of‑sale systems. • Provide full‑time staffing and shift coverage for fuel receipt, storage, issue, and accounting. • Operate and maintain all fuel tanks, pumps, filtration, and dispensing equipment. • Implement inventory control, daily/monthly/annual reporting to DLA Energy APSR/EBS systems. • Ensure compliance with environmental, safety, and security regulations (including spill liability). • Support Government‑owned petroleum products for aircraft and ground vehicles. • Offer optional extension periods and be prepared for contingency/surge operations.
