Wyoming Oil and Gas Bonding Pools

The State of Wyoming is seeking a third-party vendor to operate an oil and gas bonding pool, which will provide surety bonds or other acceptable guarantees on behalf of oil and gas operators to regulatory bodies. The selected vendor will be responsible for operating the bonding pool, conducting risk assessments, and issuing bonds. The goal of the program is to reduce the overall cost and collateral required of oil and gas operators. Key requirements include the ability to issue surety bonds, conduct risk assessments, and provide a comprehensive plan for project management and control mechanisms. • The vendor must have experience in issuing bonds to regulatory agencies on behalf of oil and gas operators. • The vendor must have a plan for operator risk assessments, including credit, business, and regulatory risks. • The vendor must provide a description of how they will utilize the WOGCC-provided financial assurance. • The vendor must have a plan for maintaining the health and capacity of the bonding pool.
