Wyoming Bids and Bidding Guide

Wyoming state bids are posted through Public Purchase, the online bidding system used by the Purchasing section of the Department of Administration and Information's General Services Division, and all vendors must complete registration there before they can bid. Allow up to 24 hours for a new account to activate — which is the detail that costs people bids. But if you build things, none of that applies: Wyoming moved construction purchasing out of A&I entirely.

Where Are Wyoming Construction Bids Posted?

This is the single most important thing in this guide, and most guides get it wrong. Under legislation effective 1 October 2020, all construction-related purchases are handled by the State Construction Department, not by A&I General Services. A construction contractor working from the A&I bid pages is looking at a listing that structurally cannot contain their work.

So the split is: construction goes to the State Construction Department at stateconstruction.wyo.gov, which posts most of its bids on Public Purchase as well. Everything else goes to A&I Purchasing and Public Purchase. Highway work is separate again, through the Department of Transportation. Three doors, and which one you use depends entirely on what you sell.

Where Are Wyoming RFPs Published?

  • Public Purchase — the state's online bidding system for A&I's non-construction solicitations, also used for most State Construction Department bids. Registration mandatory; allow 24 hours for activation.
  • A&I non-construction bids listing — the current listing by fiscal year, including bid exception approvals.
  • State Construction Department — all construction-related purchases since October 2020. A separate agency with a separate process.
  • A&I vendor information — including a vendor's guide worth reading once before your first bid.
  • WYDOT — highway and bridge work, procured independently of both other routes.
  • 23 counties, ~100 municipalities, districts and the University of Wyoming — each running its own procurement, some of them on Public Purchase as well.

One naming note: there is no system called the "Wyoming Procurement Portal." What exists is the Purchasing section of the General Services Division within A&I, which posts its opportunities through Public Purchase. If a guide sends you looking for a state portal by that name, it is describing something that does not exist.

What Should You Know Before Bidding in Wyoming?

  1. Register in Public Purchase first, and allow the 24 hours. Registering the afternoon a bid closes is not a plan.
  2. Work out which of the three state routes applies to you — State Construction Department, A&I Purchasing, or WYDOT. Getting this wrong means watching a page that will never carry your work.
  3. Read the A&I vendor's guide once. Wyoming's process is straightforward, but it is documented in one place and most bidders never open it.
  4. Add the local layer directly. Counties, municipalities, districts and the university run their own procurement, though some also use Public Purchase.

Wyoming is the least populous state, and that cuts both ways for a bidder. There is less total volume than in a neighboring state, but there are also far fewer bidders — and a great deal of what Wyoming buys is shaped by energy and land: road and bridge work across enormous distances, reclamation, water infrastructure, wind and transmission support, and the facilities and services that go with a small population spread over 97,000 square miles.

Which Wyoming Cities and Counties Post the Most RFPs?

Volume concentrates hard here. Cheyenne, the capital, and Casper are the two largest cities by a clear margin. After them come Laramie, Gillette, Rock Springs, Sheridan, Green River, Evanston, Riverton, Cody and Rawlins — all small enough that a single relationship with a town clerk can be worth more than any portal.

  • Laramie County — home to Cheyenne and the state capital functions: government facilities, municipal infrastructure.
  • Natrona County — Casper, long known as the Oil City: energy services, regional infrastructure, healthcare.
  • Campbell County — the coal production center of the state: mining support, reclamation, heavy transport.
  • Sweetwater and Converse counties — energy-heavy: trona, oil and gas, wind and transmission support work.
  • Albany County — Laramie and the University of Wyoming, which procures independently of the state.
  • Teton County — tourism-driven rather than energy-driven: visitor infrastructure, housing, conservation work.
  • School districts and community colleges — spread across all 23 counties and buying on their own schedules.

Worth knowing which economy you are selling into before you write anything: energy-heavy counties like Campbell, Sweetwater and Converse buy very differently from tourism-heavy Teton.

How Do You Find Wyoming RFPs Efficiently?

Search every layer at once. Rather than working through Public Purchase plus the Construction Department plus 23 county sites plus a hundred municipal ones, start from an aggregated search. Bid Banana covers 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily, so one keyword-and-filter search reaches state, county, municipal, school, university, hospital and utility solicitations together. A Saved Search emails new Wyoming matches in one email digest, daily or weekly, at the hour you pick, and Public Purchase will notify registered vendors directly — set up both, because the overlap costs nothing and Wyoming's split categories make it easy to miss something. If picking keywords is the awkward part, a Match profile describes your business once and surfaces what fits it.

Then do the research. Closed bids and award data matter more in a small market than a large one — in Wyoming the same handful of firms tend to win the same categories, and knowing who they are before you price is worth more than any amount of polish. Vary your search terms too: "building bids," "renovation" and "refurbishment" surface work that "construction" alone misses.

What Should You Check Before Submitting?

Read the whole document before deciding to bid, and diary both of its deadlines — most carry a cut-off for written questions well before the submission date, and once it passes you are bidding on your own reading of anything ambiguous. Then answer the evaluation criteria in the order the document lists them. Evaluators score against a form, and making them hunt costs you points that have nothing to do with your capability.

Where Should You Start With Wyoming RFPs?

  1. Register in Public Purchase and allow the 24 hours for activation.
  2. If you do construction, go to the State Construction Department instead. This one distinction decides whether you ever see your own market.
  3. Decide how you are covering the 23 counties, the roughly 100 municipalities, the school districts and the University of Wyoming, most of which run their own procurement outside Public Purchase.

Bid Banana is $49.99 a month or $479.99 a year for the whole database, and new users get a 7-day free trial — long enough to see what Wyoming actually posts in your category.

FAQs

Where are Wyoming state RFPs posted?

Through Public Purchase, the online bidding system used by the Purchasing section of the General Services Division within the Wyoming Department of Administration and Information. All vendors must complete registration in Public Purchase before they can bid. There is no system called the Wyoming Procurement Portal.

Where are Wyoming construction bids posted?

Not with the rest of state purchasing. Under legislation effective 1 October 2020, all construction-related purchases are handled by the State Construction Department rather than A&I General Services. If you build things, the State Construction Department (stateconstruction.wyo.gov) is your route, and the A&I non-construction listing will never show you your work.

How long does Wyoming vendor registration take?

Registration in Public Purchase is required for all vendors, and a new account can take up to 24 hours to become active. That makes same-day registration on a closing bid a real risk. Register before you find a solicitation you want rather than after.

Why is Wyoming called the Equality State?

Wyoming Territory granted women the right to vote in 1869, and when Wyoming was admitted to the Union in 1890 it became the first state where women could vote. The territory-versus-state distinction gets conflated often, so the precise version is worth knowing: 1869 as a territory, 1890 as a state.

Who else besides the state issues RFPs in Wyoming?

Wyoming has 23 counties and roughly 100 incorporated municipalities, plus school districts, community colleges, special districts and the University of Wyoming, which procures independently. Cheyenne and Casper are the largest cities. Most post on their own sites, though some also use Public Purchase.

How do I watch state and local Wyoming bids together?

A single aggregated search is the practical answer. Bid Banana covers 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily, with keyword and filter search, Saved Searches that email new matches, Match profiles and favorites. It is $49.99 a month or $479.99 a year, with a 7-day free trial.
