Description

The City of Ann Arbor is soliciting a single qualified contractor to serve as the exclusive provider of 9‑1‑1 Advanced Life Support (ALS) ground‑ambulance services for the city. The contractor must own, staff, and maintain a fleet of ALS‑equipped ambulances, meet stringent staffing (paramedic + EMT per ALS unit) and equipment requirements (P25 radio, GPS/AVL, PPE), and bill patients directly for services. The contract runs for an initial two‑year term beginning January 1 2027, with one optional two‑year renewal, and includes mandatory quarterly performance reporting, a detailed response‑time work plan, and no‑cost standby ambulance coverage for public‑safety events. • Provide exclusive ALS response to all 9‑1‑1 calls citywide, meeting defined response‑time benchmarks. • Own and maintain a fleet of ALS ambulances, staff each with a paramedic and EMT, and supply all uniforms, PPE, and communications equipment. • Submit a sealed narrative proposal (max 30 pages) plus a separate sealed fee schedule; fee schedule is not disclosed publicly. • Comply with Michigan ALS designation, Living‑Wage ordinance, non‑discrimination requirements, and maintain required insurance coverages. • Deliver quarterly performance reports, a transition/readiness plan for the Jan 1 2027 start, and provide no‑cost standby units for emergencies, hazardous‑materials incidents, and training events.

Budget estimate

$20,000,000 – $30,000,000

The City does not pay the contractor; revenue is generated by billing patients for ALS transports. Based on the projected 11,828 ALS calls per year (≈ 9,800 transports and 2,000 assessments) and an assumed average reimbursement of $1,200 per transport/assessment, annual revenue could range from $10 million to $15 million. Over the initial two‑year term, total earnings might therefore be roughly $20 million to $30 million, subject to collection rates, payer mix, and any negotiated fee schedule.
