Michigan Bids and Bidding Guide
Michigan's state procurement site is MI Contract Connect, run by the Department of Technology, Management and Budget, and the open solicitations themselves are posted in SIGMA Vendor Self Service, where vendors register and submit their responses. MDOT lets transportation work on its own schedule. Beneath the state sit 83 counties, the cities, hundreds of school districts and 15 public universities, each buying independently. This guide covers where each posts and how to watch them together.
Where Are Michigan RFPs Posted?
Michigan splits the job across two state systems plus a long tail of local ones. Knowing which does what saves a lot of wasted clicking.
- MI Contract Connect — DTMB's procurement hub. Its Vendor Opportunity Dashboard previews upcoming State of Michigan bid opportunities, and the contract list shows what is already under contract and when it expires — which is where the next opportunity usually is.
- SIGMA Vendor Self Service — the system vendors actually transact in. You register the business, select the commodity codes matching what you sell, receive notifications, and submit your bid response here. Registration is not optional if you want state work.
- MDOT — the Department of Transportation advertises and lets its own construction, engineering and design work on a published letting schedule, separate from the general state process. Prequalification is required for most construction categories.
- Counties, cities and school districts — Detroit, Grand Rapids, Lansing, Wayne County, Oakland County and Macomb County each run their own purchasing site, as do the school districts. None of them post in SIGMA.
- The public universities — the University of Michigan, Michigan State and Wayne State run independent purchasing departments with their own vendor registrations, and between them buy at a scale comparable to a mid-sized state agency.
- MiDEAL — the state's extended purchasing program lets local governments, school districts, universities and non-profit hospitals buy directly off State of Michigan contracts. Winning a state contract can therefore open local sales without a second competition, which makes state awards worth more than their face value.
What Do You Need Before You Can Bid in Michigan?
Set all of this up before you find a solicitation you want, not after. None of it moves faster because your deadline is close.
- A SIGMA VSS account. This is the state's vendor record. You cannot submit a response to a state solicitation without one, so set it up early.
- The right commodity codes. Notifications in SIGMA are driven by the codes on your profile. Too few and you miss work; too many and the alerts become noise you stop reading. Review them once a year.
- Good standing with LARA. Out-of-state businesses generally need to be registered to transact in Michigan through the Department of Licensing and Regulatory Affairs before they can hold a contract. Sort it early.
- Insurance certificates and, for construction, bonding. Michigan solicitations name the coverage limits in the document. Get a certificate your broker can reissue quickly rather than one you have to renegotiate.
- MDOT prequalification, if you build things. Transportation construction categories require prequalification before you can bid a DOT letting. It is a separate process from SIGMA registration.
- Both deadlines in the diary. Many Michigan solicitations close written questions well before the submission date. Once that passes, you are bidding on your own reading of anything ambiguous.
Which Michigan Cities and Counties Issue the Most RFPs?
Michigan's buying is concentrated in the southeast, but the volume and the mix differ enough by region to be worth targeting rather than blanketing.
- Wayne County and Detroit — the state's most populous county and largest city. Detroit alone runs sustained programs in demolition and blight remediation, water and sewer, transit, street reconstruction and IT modernization, and the county adds health and corrections work, while the separate Wayne County Airport Authority buys for Detroit Metro.
- Oakland County — wealthy, populous and heavily suburban, which shows in the buying: professional services, health and human services, road and drain work through its water resources office, and a large IT footprint. Its cities, Troy, Southfield, Farmington Hills and Pontiac among them, each purchase separately.
- Macomb County — the defence and advanced-manufacturing corridor around Warren and the Detroit Arsenal. Expect engineering, logistics, industrial supply and facilities work, plus federal contracting in the same geography.
- Kent County and Grand Rapids — west Michigan's economic center, with a large healthcare and life sciences cluster, office furniture manufacturing and a growing downtown. Construction, healthcare services and facilities contracts recur.
- Washtenaw County and Ann Arbor — dominated by the University of Michigan and its health system, which buy research equipment, construction, IT and clinical services on their own procurement schedules rather than the state's.
- Ingham County and Lansing — the capital, so most state agency headquarters and the bulk of state administrative purchasing sit here, alongside Michigan State University's independent buying.
- Genesee, Kalamazoo and Saginaw counties — mid-sized markets with water infrastructure, healthcare and education spending, and often fewer bidders competing for each solicitation than in the Detroit metro.
- The Upper Peninsula — Marquette, Houghton and the surrounding counties buy roads, winter maintenance, utilities and remote-site services. Small contracts, but competition is often thin, and incumbents can hold on for years.
How Do You Track Michigan RFPs Without Checking Every Site?
SIGMA and MI Contract Connect cover state agencies. They do not cover Detroit, Grand Rapids, Wayne County, the school districts or the universities — each of which buys on its own. Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. Filter to Michigan and narrow by agency, industry or NAICS code, then save the search so new Michigan bids arrive in one email digest, daily or weekly, at the hour you pick. It is $49.99 a month or $479.99 a year, with a 7-day free trial.
Keep the official registrations alongside it. SIGMA notifications and MDOT letting notices arrive from the source, and there is no reason to choose between them and an aggregated search. Read the award data as well as the openings — seeing what the last two comparable contracts went for tells you more about pricing the next one than any amount of proposal polish.
Where Should You Start With Michigan RFPs?
- Register in SIGMA Vendor Self Service and set your commodity codes carefully. Nothing else in the state process works until this exists.
- Search MI Contract Connect's contract list for existing agreements covering what you sell, and note their expiry dates. A rebid you saw coming a year out is a far better opportunity than one you found last week.
- If you do construction or engineering, start MDOT prequalification now rather than when a letting appears.
- Register separately with the two or three local buyers you can genuinely serve — your county, your largest nearby city, the school district, the university.
- Set a daily alert so the rest of the state's buyers are not depending on your browsing habits.
Michigan rewards vendors who understand that the state portal is only part of the market. Register where you must, watch everything else automatically, and pick the solicitations you can genuinely win rather than the ones you happened to see.
FAQs
Where are Michigan state RFPs posted?
Michigan state agencies post through SIGMA Vendor Self Service, run by the Department of Technology, Management and Budget. Vendors register, view solicitations and submit responses in that same system. Counties, cities, school districts and public universities run separate portals.
What is SIGMA VSS?
SIGMA Vendor Self Service is Michigan's vendor portal. It is where you register your business with the state, see current bid opportunities, and submit your proposal. Registration is required to bid on state work, so it is the first step rather than an optional extra.
What is MI Contract Connect?
MI Contract Connect is Michigan's research companion to SIGMA. Rather than listing open bids to respond to, it shows existing state contracts — useful for working out which departments buy what you sell, and when current contracts are due to be rebid.
Do I have to register to bid on Michigan state contracts?
Yes. Registration in SIGMA Vendor Self Service is how you receive notifications and submit responses to state solicitations. Local governments, school districts and universities in Michigan maintain their own separate vendor registrations.
Are Detroit and county bids listed in SIGMA?
No. SIGMA covers State of Michigan agency purchasing. Detroit, Grand Rapids, Wayne County and the school districts each run their own procurement systems, and collectively they issue considerably more contracts than the state does.
What kinds of contracts does Michigan award most often?
Construction and infrastructure, IT and professional services, transportation, and facilities work such as maintenance and janitorial appear consistently. Michigan's automotive and manufacturing base also drives demand for engineering, logistics and industrial supply contracts.
How many Michigan bids close this week?
150+ open Michigan bids close in the next seven days.
Does this include federal opportunities in Michigan?
Yes. 50+ open federal solicitations from SAM.gov and other federal sources name Michigan as the place of performance. They are listed in their own section on this page.
