Description
Santa Fe County is seeking a single qualified vendor to conduct a comprehensive water‑ and wastewater‑rate study that will update the 2018 cost‑of‑service analysis, develop a multi‑year rate structure, and create a reserve‑fund policy to transition the utilities to an enterprise‑fund model. The effort is organized into four phases covering data review, cost‑of‑service modeling, rate design, and reserve‑account planning, with deliverables that include detailed reports, an Excel‑based rate model, public outreach materials, and policy recommendations. The contract is expected to run for four years, with compensation based on a fully‑loaded hourly rate submitted by the vendor.
• Review financial statements, capital‑improvement plans, and consumption data to establish a baseline.
• Perform cost‑of‑service analysis, allocate costs by customer class, and build a flexible rate‑model.
• Design new water and wastewater rates, provide regional comparisons, and create a public outreach/education plan.
• Develop a rate‑stabilization fund and capital‑replacement fund policy to support long‑term financial sustainability.
