Presolicitation- Juvenile Services within the area of Garza County, Texas

The Federal Bureau of Prisons is seeking a single contractor to operate a secure juvenile residential facility in Garza County, Texas, providing in‑house beds for male and female federal juvenile offenders. The contract is an indefinite‑delivery, indefinite‑quantity (IDIQ) with firm‑fixed unit prices, guaranteeing a minimum of 13 beds (4,758 mandays) and a maximum of 20 beds (up to 7,320 mandays) per year. The base period is one year with four optional one‑year extensions, each option subject to fund availability. The contractor must staff the facility with key personnel (facility director, assistant director, school principal, food service manager, director of psychology, security supervisor, casework supervisor) and deliver programming, case management, and security services in accordance with the attached Statement of Work. Payment is on a daily inmate‑day rate, invoiced monthly.
