Supervised Independent Living (SIL) Residential Child-Care Services

The Texas Department of Family and Protective Services is seeking contractors to provide Supervised Independent Living (SIL) residential child-care services for young adults aged 18-22. The services include providing a less restrictive, non-traditional foster care setting, case management, and life skills training. The contractors will also provide Enhanced Case Management (ECM) services to eligible young adults. The services will be provided in various settings, including apartment, non-college dorm, college dorm, shared housing, and host home settings. The contractors must meet certain requirements, including having a case manager with specific qualifications and experience, providing a minimum of $350 monthly stipend to the young adults, and ensuring that the young adults have access to services, training, and community resources. The contractors will be paid on a fixed daily unit rate based on the Fee Schedule. • The services will be provided to young adults who are in the conservatorship of the Department and are continuing to receive Extended Foster Care services. • The contractors must ensure that the young adults have the opportunity to meet their own needs with limited guidance and assistance from the SIL case manager. • The contractors must provide the young adults with access to services, training, and community resources that are individualized, flexible, voluntary, and consistent with the young adult's Child's Plan of Service (CPOS). • The contractors must ensure that the young adults have the opportunity to manage their own finances, time, and daily life skills. • The contractors must provide the young adults with a safe and supportive living environment. • The contractors must ensure that the young adults have access to education, employment, and community opportunities that ensure the acquisition of experiential life skills. • The contractors must provide the young adults with assistance in transitioning to independent living, including discharge planning and support.
