CONTRACTOR-OPERATED PARTS STORE (COPARS)

The U.S. Marine Corps Southwest Region Fleet Transportation (SWRFT) seeks a contractor‑operated parts store (COPARS) to provide repair parts, replacement components, supplies, equipment, and related services for a wide array of automotive, forklift, heavy‑equipment, material‑handling, construction, and civil‑engineering assets across seven sites in California and Arizona. The contractor may run an on‑site store, maintain consignment inventory, and/or provide on‑demand delivery, using automated inventory and reporting systems to meet stringent availability and response‑time requirements. The effort is structured as a 5‑year IDIQ contract with a $26 M ceiling and a six‑month extension option, with a minimum government order of $300 k and a minimum contractor‑initiated order of $10 k. • Provide full‑time staffed parts store at Camp Pendleton (hub) and support six additional SWRFT locations via consignment or delivery. • Maintain ≤ 5 % out‑of‑stock rate, record sales in the FMIS within 2 business days, and meet rapid delivery windows (e.g., emergency parts ≤ 4 hours). • Deliver a Quality‑Control Plan, SOPs, safety and hazardous‑material plans, and quarterly consumption‑data reports; all labor, equipment, and IT resources are contractor‑provided.
