The City of Waco is seeking bids for the provision of Sodium Hydroxide (Caustic Soda) for use at its potable-water treatment facilities. The solicitation is divided into two separately awardable groups: Group A for primary year-round use and Group B for optional cold-weather or other operational use. Bidders may submit pricing for one or both groups. The City may award each group separately, and award of one group does not obligate the City to award the other group to the same bidder. The contractor shall furnish all product, transportation, delivery labor, transfer equipment, hoses, fittings, adapters, documentation, technical assistance, safety equipment, and other materials and services necessary to complete each delivery in accordance with the specifications.
• The contractor must provide a concise Supply Continuity Statement identifying the liquid sodium hydroxide manufacturer, primary manufacturing location, primary distribution or shipping location, primary transportation provider, and principal source from which deliveries to Waco will originate.
• The contractor must maintain a continuously available 24-hour emergency telephone number throughout the contract.
• The contractor shall be responsible for a release, leak, contamination, property damage, or unsafe condition caused by the contractor's product, delivery vehicle, or equipment.
• The contractor shall comply with the direction of the City and responding emergency agencies in the event of an emergency.
• The contractor shall provide technical assistance, determine an appropriate response, dispatch qualified personnel when required, remove or repair defective equipment, and provide a conforming replacement delivery when required by the City.
