Texas Bids and Bidding Guide
Bidding in Texas runs through three things: the Centralized Master Bidders List, which is how state purchasers find you; the Electronic State Business Daily, where agencies post solicitations above $25,000; and NIGP commodity codes, which determine whether the right bid invitations reach you at all. Get those three right and the rest of the process is ordinary competitive bidding. This guide covers each one, plus where the volume sits across Texas cities and counties.
Scale is the other thing to understand. Texas has 254 counties — more than any other state — plus more than 1,000 independent school districts and more than 1,200 cities and towns, each purchasing separately from the state. That fragmentation is why so much Texas contracting never appears in the state system at all, and why the state portal is a starting point rather than a complete picture.
How Do You Register to Bid in Texas?
Texas vendors should start by registering for the Centralized Master Bidders List (CMBL). State of Texas purchasing entities use this database to build their bid notification lists based on the products and services you say you can supply, and Texas purchasers are required to use it when notifying vendors of opportunities — so being absent from it means being invisible to a large share of state buying. Worth knowing before you start: registration carries a $70 annual fee, payable by card or check, and it is worth keeping your contact email current, since notifications go out by email.
Next, get your NIGP codes right. The National Institute of Governmental Purchasing maintains a commodity book that codes products and services by class and item number, and those codes are what route bid invitations to the correct vendors. Choosing them carelessly is one of the quietest ways to miss work you were qualified for — too narrow and you never hear about adjacent opportunities, too broad and you drown in irrelevant notices. The Comptroller's Statewide Procurement Division runs the commodity code search, so you can check how your business appears to Texas agencies.
Where Are Texas RFPs Posted?
- Electronic State Business Daily (ESBD) — the online bulletin board where state agency solicitations over $25,000 must be posted. The single best place to watch for larger state work.
- CMBL — not a bid board but a notification list. $70 a year, and the route by which purchasers find you.
- TxDOT — highway, bridge and transportation lettings, with its own prequalification for construction contractors.
- 254 county governments — more than any other state, each with its own purchasing and vendor list.
- More than 1,000 independent school districts — collectively a very large group of buyers.
- City portals — Houston, San Antonio, Dallas, Austin and hundreds more, each procuring independently.
How Does Texas Evaluate Bids?
On best value, not lowest price alone. Texas balances price and whether goods or services meet specifications against factors such as quality and reliability, life-cycle costs, delivery terms and the vendor's past performance. Experience is genuinely factored into the evaluation, which means a strong delivery record can outweigh a slightly higher number — and a weak one can sink an otherwise competitive bid.
That matters more in Texas than in most states because of what happens afterward. For purchases over $25,000, agencies report vendor performance to the Vendor Performance Tracking System, maintained by the Statewide Procurement Division. Vendors are graded A through F, and contracting agencies consult those scores to reduce risk when awarding future work. In other words, your first Texas contract affects your odds on the next one — delivery matters as much as the proposal.
Which Texas Industries See the Most Bids?
Texas government buys at federal, state and local levels. The categories that recur most in Texas searches are construction, architecture, engineering, landscaping, IT, janitorial and cleaning, and security and safety. Underneath those, energy, technology, logistics and trade shape what the state's agencies and its metros actually need.
Which Texas Cities Issue the Most RFPs?
- Houston and Harris County — the largest local market: energy, port and ship channel work, healthcare, flood infrastructure.
- San Antonio and Bexar County — military installations, healthcare and biosciences, municipal utilities.
- Dallas and Fort Worth — Dallas and Tarrant counties: aviation, logistics, transit and rapid suburban growth.
- Austin and Travis County — the state capital plus a technology corridor: government facilities, IT, transit, water.
- El Paso — border logistics, Fort Bliss, and municipal infrastructure for a large metro.
- Arlington and Plano — major Metroplex municipalities: facilities, events infrastructure, corporate-adjacent services.
- Corpus Christi and Laredo — port and border trade: maritime infrastructure, customs-adjacent facilities, roads.
- The school districts — more than 1,000 of them, buying facilities, transport, technology and services continuously.
How Do You Track Texas Bids Across Every Layer?
The CMBL and ESBD cover state agency work. They do not cover Houston, Dallas, San Antonio, the school districts or the 254 counties — each of which buys separately from the state. Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. Filter to Texas and narrow by agency, industry or NAICS code, then save the search so new Texas bids arrive by email daily. It is $49.99 a month or $479.99 a year, with a 7-day free trial.
Where Should You Start With Texas RFPs?
- Register on the CMBL and budget the $70. Without it, state purchasers building notification lists cannot see you.
- Spend real time on your NIGP codes and then check how you appear in the commodity code search. This is the highest-leverage half hour in Texas procurement.
- Bookmark the ESBD for anything over $25,000, and pick one metro plus its school districts rather than trying to cover a state the size of Texas.
Texas is unusually mechanical: three setup steps decide most of your visibility, and a performance grade decides much of your future. Get the setup right once and the state becomes considerably more predictable than its size suggests.
FAQs
What is the CMBL and do I need to be on it?
The Centralized Master Bidders List is the database Texas state purchasers use to notify vendors of bid opportunities, based on the goods and services you register to supply. Texas purchasers are required to use it, so being off the list means missing a large share of state solicitations. Registration costs $70 a year.
What is the Electronic State Business Daily?
The ESBD is the online bulletin board where Texas state agencies post bid solicitations. Any agency solicitation over $25,000 must be posted there, making it the most reliable place to watch for larger state opportunities. It is an awareness tool — you still bid through the process each solicitation specifies.
What are NIGP codes and why do they matter in Texas?
NIGP commodity codes classify products and services by class and item number, and Texas uses them to route bid invitations to the right vendors. Pick them too narrowly and you never hear about adjacent work; too broadly and you are buried in irrelevant notices. Check how you appear using the state's commodity code search.
Does Texas award contracts to the lowest bidder?
Not automatically. Texas evaluates best value, which weighs price alongside factors such as quality, life-cycle cost and the vendor's past performance and experience. Experience is genuinely factored in, so a strong delivery record can outweigh a slightly higher price.
Does Texas track vendor performance after the award?
Yes. For purchases over $25,000, agencies report to the Vendor Performance Tracking System, which grades vendors A through F. Contracting agencies review those grades when awarding future work, so performance on one contract carries into your chances on the next.
Are city and county bids in Texas posted on the ESBD?
No. The ESBD covers state agency solicitations. Houston, Dallas, San Antonio, Austin, the 254 counties and more than 1,000 school districts each run their own procurement processes, so watching only the ESBD misses a large part of the market.
How many Texas bids close this week?
400+ open Texas bids close in the next seven days.
Does this include federal opportunities in Texas?
Yes. 100+ open federal solicitations from SAM.gov and other federal sources name Texas as the place of performance. They are listed in their own section on this page.
