RFP 26-07-31 Supplemental Substitute Teacher Services

The Catalina Foothills Unified School District (CFSD) is seeking one or more qualified firms to provide supplemental substitute‑teacher services for the 2026‑2027 school year (and up to four one‑year extensions). The contractor will act as the employer of record for all substitutes, handling recruitment, hiring, payroll, benefits, background checks, and compliance, while supplying certified teachers, special‑education staff, and classified support personnel on an emergency, same‑day, as‑needed basis. The district requires daily rate pricing, detailed reporting, and a staffing‑capacity to meet daily substitution demand. • Provide qualified substitute teachers, special‑education certified substitutes, and classified support staff (receptionists, aides, etc.) • Manage full payroll, tax withholdings, benefits, and insurance for all assigned personnel • Operate an automated scheduling system with real‑time access for district staff and ensure fill‑rate reporting • Maintain compliance with Arizona education and labor regulations, including background checks and fingerprint clearance • Deliver daily or on‑site customer service support and replace unsatisfactory substitutes at no extra cost
