Request For Information - OST Acquisition of Boeing 737-800 with COMBI Configuration

The National Nuclear Security Administration (NNSA) is seeking information from interested parties to acquire a used Boeing 737-800 Series aircraft, which will be converted to a Combi configuration. The aircraft will be used for national security missions, including the transportation of nuclear weapons and special nuclear materials. The contractor will be responsible for acquiring the aircraft, converting it to a Combi configuration, and providing maintenance and oversight. The scope of work includes three phases: pre-purchase inspection, post-purchase conversion and maintenance, and final inspection and acceptance. • The aircraft must meet specific requirements, including a maximum age of 2007 and no more than 20,000 cycles. • The contractor must comply with all applicable FAA regulations and guidelines. • The contractor must provide a detailed report of all work performed, including maintenance and modifications. • The contractor must ensure that all work is done in accordance with the FAA's quality system requirements. • The contractor must provide a plan for transitioning the maintenance and oversight program to the Government's Maintenance Inspection Program. • The contractor must ensure that all deliverables, including aircraft records and maintenance documents, are provided to the Government. The project duration is estimated to be 12 months, and the contractor must be able to deliver the aircraft within this timeframe.
