Description

The County seeks a qualified electrical‑contractor to provide comprehensive repair, maintenance, and emergency restoration of the single‑mode fiber‑optic network serving the South Transitway BRT corridor. The contractor must furnish all labor, supervision, equipment (bucket trucks, trenchers, fusion splicers, OTDRs), safety gear, permits, and restore all excavated surfaces to pre‑excavated conditions. Work includes bi‑annual preventative maintenance, scheduled non‑emergency repairs, 24/7 emergency response, installation/removal of underground fiber, and detailed as‑built documentation integrated into the County GIS. The contract is a time‑and‑materials arrangement with a not‑to‑exceed ceiling of $1 million, lasting approximately five years, and requires the contractor to hold a Florida Electrical Contractor or Limited Energy Systems Specialty license, a certified Journeyman Electrician (IMSA Traffic Signal Technician Level II/III), and to meet extensive insurance, bonding, and local‑resident labor requirements. • Provide full‑scope fiber‑optic OSP repair, splicing, testing (OTDR, power‑meter) and site restoration across ~20 mi of right‑of‑way and 14 BRT stations + 46 intersections. • Maintain strict response times: 1‑hour callback, 4‑hour on‑site arrival for emergencies; bi‑annual preventive maintenance; all test results submitted within 24‑48 hours. • Submit hourly labor rates, material and equipment markup percentages; all work billed on a T&M basis subject to the $1 M ceiling, with no guaranteed minimum volume.

Budget estimate

$800,000 – $1,000,000

The solicitation caps the contract at $1,000,000 and earlier estimates cited $826,123. Considering the five‑year duration, the County will likely award a contract in the $800K‑$1M range, depending on the final labor rates, material markup, and actual work orders issued. The estimate assumes full utilization of the ceiling for extensive fiber repairs and ongoing preventive maintenance.
