Florida Bids and Bidding Guide

Florida state agencies advertise competitive solicitations in the MyFloridaMarketPlace Vendor Information Portal (VIP), run by the Department of Management Services, which is also where vendors register. But the state layer is the smaller half of this market: most Florida volume comes from the cities and counties, each on its own portal. This guide covers both — where the state advertises, and which ten cities issue the most work and what each one actually buys.

Where Are Florida RFPs Posted?

  • Vendor Bid System (VBS) — historical record of state advertisements posted before March 28, 2022. Current ads are in VIP.
  • MyFloridaMarketPlace Vendor Information Portal — vendor registration and State of Florida advertisements. Required to do business with the state.
  • DMS State Purchasing — state term contracts, purchasing rules and vendor resources. Reference.
  • FDOT — highway, bridge and transportation lettings. FDOT prequalification for construction.
  • City, county and school district portals — the majority of Florida contracting volume. Separate registration for each.

The point that trips people up: the old Vendor Bid System was folded into the MyFloridaMarketPlace Vendor Information Portal in March 2022, so guides that still send you to it are out of date. Register in VIP so you can transact with the state, and watch its advertisements so you see what agencies are posting.

Which Florida Cities Should You Watch?

Florida is one of the most diverse public markets in the country, and its cities are not interchangeable. A marine services firm and a healthcare IT firm should be watching entirely different portals.

  • Jacksonville — transportation and trade hub, financial services, a growing aerospace sector.
  • Miami — international trade and commerce, tourism and hospitality, port operations.
  • Tampa — healthcare and medical research, plus a fast-growing technology sector.
  • Orlando — theme park tourism, convention infrastructure, hospitality services.
  • St. Petersburg — arts and cultural institutions, port and cruise activity, marine science.
  • Hialeah — manufacturing and retail, including clothing and electronics.
  • Tallahassee — state capital: government and education buying, research institutions.
  • Fort Lauderdale — the marine industry: yacht manufacturing, services and marinas, plus cruise ports.
  • Port St. Lucie — rapid residential growth: construction, real estate, utilities.
  • Cape Coral — waterfront and canal development, small business and local services.

Underneath the cities sit 67 counties and their school districts, several of which buy more than the cities inside them. Miami-Dade, Broward, Hillsborough, Orange and Duval county governments and school boards are among the largest single buyers in the state, and none of their work appears in the state systems.

What Do You Need Before You Can Bid in Florida?

  1. Register on MyFloridaMarketPlace. It is the gate on doing business with the state, and it is worth completing before you find a solicitation rather than during one.
  2. Check the eligibility section of any solicitation you shortlist. Some Florida agencies and local governments apply local preference provisions, and some require Florida business registration or licensure before award.
  3. Start FDOT prequalification if you do transportation construction. It runs separately from state vendor registration, so start it well before the letting you want to bid.
  4. Register with each city and county you intend to sell to. This is the step most out-of-state vendors underestimate — in Florida it is not one registration, it is a dozen.

How Do You Watch the State and Every City Portal at Once?

Bid opportunities only help if you find them with time left to write something good. Checking MyFloridaMarketPlace, FDOT, ten city portals and 67 county sites every morning is not a realistic routine. Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. Filter to Florida and narrow by agency, industry or NAICS code, then save the search so new Florida bids arrive in one email digest, daily or weekly, at the hour you pick. It is $49.99 a month or $479.99 a year, with a 7-day free trial.

Where Should You Start With Florida RFPs?

  1. Register on MyFloridaMarketPlace and bookmark its Vendor Information Portal advertisements. With FDOT's lettings, they cover the state layer.
  2. Pick two or three metros, not the whole state. Florida is large enough that a vendor covering Tampa and Orlando properly will out-compete one spread across all ten cities.
  3. Add the county and school district alongside each city you register with. In Florida those are frequently the larger buyer of the two.

Florida rewards vendors who treat it as ten regional markets rather than one state. The registration work is front-loaded, and it is what separates the vendors who bid from the ones who only read solicitations.

FAQs

Where are Florida state RFPs posted?

State agencies advertise competitive solicitations in the MyFloridaMarketPlace Vendor Information Portal (VIP), run by the Department of Management Services, which is also where vendors register. Cities, counties and school districts advertise separately on their own portals.

What is the difference between the Vendor Bid System and MyFloridaMarketPlace?

The Vendor Bid System was the state's old advertisement board, and since March 28, 2022 it serves only as a historical record of earlier ads. State agencies now advertise in the MyFloridaMarketPlace Vendor Information Portal (VIP), which is also where vendors register, so VIP is the one you need.

Which Florida cities have the most bid opportunities?

Jacksonville, Miami, Tampa and Orlando are the largest, followed by St. Petersburg, Port St. Lucie, Hialeah, Cape Coral, Tallahassee and Fort Lauderdale. Each has a distinct buying profile — Tampa skews healthcare and technology, Fort Lauderdale marine, Orlando tourism and conventions.

Do I need to register with each Florida city to bid?

Usually yes. Florida cities and counties run their own procurement systems with separate vendor registrations, and registering with the state does not enroll you locally. If you are targeting several markets, budget time for several registrations rather than assuming one covers you.

What industries see the most Florida RFP activity?

Construction and infrastructure, given the state's growth; tourism and hospitality services; healthcare, concentrated around Tampa; marine and port services in Fort Lauderdale and Jacksonville; and aerospace along the Space Coast. State government buying centers on Tallahassee, the capital.

Are Florida RFPs open to out-of-state companies?

Generally yes — public solicitations are competitive and open. Some carry local preference provisions that award extra points to in-county vendors, and some require a Florida business registration or licensure. Check the eligibility section of each solicitation before you invest in a response.

How does Florida evaluate bids?

Some Florida agencies and local governments apply local preference provisions, and some require Florida business registration or licensure before award, so check the eligibility section of each solicitation.
