River's Edge Development Maintenance Reserve Fund Management Services

The City of Council Bluffs is seeking proposals from qualified trust departments of a federally-insured financial institution to provide investment management, custodial, reporting, and administrative services for the River's Edge Development Maintenance Reserve Fund. The fund shall be invested and administered in compliance with the City of Council Bluffs Investment Policy. • The selected firm will serve as a fiduciary with respect to the Maintenance Reserve Fund and shall act solely in the best interests of the Fund. • The firm must be a qualified trust department of a federally-insured financial institution authorized to provide custodial and investment management services. • The firm must administer the fund as a restricted maintenance reserve fund in accordance with the Maintenance Funding Agreement. • The firm will provide investment management, custodial, reporting, and administrative services for the fund. • The firm must not require the fund to be converted into, classified as, or governed as an endowment, donor-advised fund, charitable gift fund, or any other investment vehicle inconsistent with the Maintenance Funding Agreement.
