Iowa Bids and Bidding Guide

Iowa's Department of Administrative Services runs state solicitations in IMPACS, its eProcurement system, while solicitations hosted by other agencies are posted on BidOpportunities.iowa.gov. Both are linked from the DAS bidding opportunities page, not the DAS homepage, which is where most guides stop. Underneath the state sit 99 counties, a high count for a state this size, plus the municipalities, school districts and three public universities, each purchasing on its own authority.

Where Are Iowa RFPs Posted?

  • IMPACS — DAS solicitations. Vendor account for email notices by commodity code.
  • Awarded contracts and master agreements — State of Iowa agreements already in place. No registration needed to browse.
  • BidOpportunities.iowa.gov — solicitations hosted by other state agencies, reachable from the DAS bid page.
  • Iowa Grants Portal — grant opportunities from state departments. Free account.
  • Counties, cities and school districts — local contracts across 99 counties. Registration varies by entity.
  • Public universities — Iowa, Iowa State and Northern Iowa procurement. Separate supplier lists.

Two things on this list are more useful than they look. The awarded contracts listing shows you the master agreements Iowa already has in place, which tells you who holds the work, what it went for and roughly when it will come up again — far more actionable than a live bid you have three days to answer. And the agency-hosted solicitations reachable from the same DAS page are genuinely separate from the main board, so a vendor watching only one of the two is seeing part of the picture.

One correction worth making: the Iowa Grants Portal is often described as a source of state RFPs. It is a grants system. There is some overlap, but if you are selling goods or services to the state, the DAS bid board is the route — the Grants Portal is a complement, not a substitute.

What Do You Need Before You Can Bid in Iowa?

  1. Create a vendor account in IMPACS so solicitation notices reach you by commodity code rather than relying on a checking habit. This is the step that turns the bid board from a website into a feed.
  2. Check the master agreements before you chase anything. If a statewide agreement already covers what you sell, the question is when it renews and who currently holds it, not whether a one-off bid exists.
  3. Register with the universities separately if higher education is a target. Iowa, Iowa State and Northern Iowa each run their own procurement, and none of it flows through the state bid board.
  4. Add the counties and cities you actually cover. With 99 counties and hundreds of districts, the local layer is where most Iowa volume sits, and state registration reaches none of it.

Which Iowa Cities and Counties Issue the Most RFPs?

Iowa's contracting is spread more evenly than most states', with no single dominant metro. Des Moines leads, but Cedar Rapids, the Quad Cities, Sioux City and the two university towns each anchor distinct regional demand.

  • Des Moines and Polk County — state capital functions, insurance and financial services, metro infrastructure.
  • Cedar Rapids and Linn County — advanced manufacturing, food processing, flood resilience and public works.
  • Davenport and Scott County — Quad Cities logistics, river infrastructure, regional services.
  • Iowa City and Johnson County — the University of Iowa and its health system: research, facilities, services.
  • Sioux City and Woodbury County — agriculture and food processing, regional transport.
  • Waterloo and Black Hawk County — manufacturing, municipal services, education.
  • Ames and Story County — Iowa State University: research, facilities and technology.
  • West Des Moines, Ankeny and Dallas County — the fastest suburban growth in the state: roads, utilities, schools.
  • Council Bluffs and Pottawattamie County — logistics, data center development, regional infrastructure.
  • Dubuque County — river commerce, manufacturing, municipal services.

How Do You Search Every Iowa Source at Once?

IMPACS, BidOpportunities.iowa.gov, the Grants Portal, three universities, 99 counties and every city and school district is not a list anyone checks by hand. Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. Filter to Iowa and narrow by agency, industry or NAICS code, then save the search so new Iowa bids arrive in one email digest, daily or weekly, at the hour you pick. It is $49.99 a month or $479.99 a year, with a 7-day free trial.

Where Should You Start With Iowa RFPs?

  1. Bookmark the DAS bidding opportunities page, not the DAS homepage, and create your IMPACS vendor account while you are there.
  2. Read the awarded master agreements for your category. It is the cheapest competitive research available and it tells you what the state actually pays.
  3. Pick a region rather than the whole state. Iowa's volume is distributed, so a vendor covering Polk, Linn and Scott properly will usually beat one watching all 99 counties loosely.

Iowa is an unusually even market. There is no single metro to camp on, which makes registration and regional focus matter more here than raw search effort.

FAQs

Where are Iowa RFPs posted?

The Department of Administrative Services runs state solicitations in IMPACS, its eProcurement system, while solicitations hosted by other agencies are posted on BidOpportunities.iowa.gov, which is also where awarded master agreements are published. Both are linked from the DAS bidding opportunities page. The 99 counties, cities and school districts each post on their own.

How do I register as an Iowa state vendor?

By creating a vendor account in IMPACS through the vendor registration page on the Department of Administrative Services site. Registration is what puts solicitation notices in front of you rather than requiring you to check the bid board on a schedule, and it is worth completing before you find work you want to pursue.

What is the Iowa Grants Portal?

It is a state platform listing grant opportunities from Iowa departments, searchable by what your organization does. It is a grants system rather than a procurement one, so treat it as a complement to the DAS bid board rather than a substitute — the two carry genuinely different things.

Which Iowa cities and counties issue the most RFPs?

Des Moines leads, followed by Cedar Rapids, Davenport, Sioux City and Iowa City. At county level Polk, Linn, Scott, Johnson and Black Hawk carry the most volume — Polk covering Des Moines and Johnson covering Iowa City and the university.

Do Iowa universities issue their own RFPs?

Yes. The University of Iowa, Iowa State and Northern Iowa each run substantial procurement covering research, facilities, IT and services, separately from the state system. Johnson and Story counties see significant activity as a result, and none of it appears on the DAS bid board.

What industries win the most Iowa contracts?

Agriculture and food processing, insurance and financial services around Des Moines, advanced manufacturing, healthcare, and construction and transportation infrastructure. Renewable energy is a growing source.

How many Iowa bids close this week?

Does this include federal opportunities in Iowa?
