Description

The U.S. Navy’s Naval Sea Systems Command (NAVSEA) intends to award a sole‑source contract to Pioneering Evolution LLC for the implementation, deployment, and ongoing support of SyncPoint, a proprietary, web‑based financial‑management platform built on the SyncCore architecture. The platform will replace fragmented legacy tools across the Planning, Programming, Budgeting, and Execution (PPBE) lifecycle, providing unified program planning, budgeting, execution oversight, obligation tracking, G‑Invoicing validation, and audit‑ready reporting for Program Management Offices and related stakeholders. Although the notice is not a competitive solicitation, any other responsible source may submit a capability statement demonstrating equivalent proprietary technology and the ability to deliver without an 18‑24‑month delay; otherwise, the award will proceed to the identified sole source. • Sole‑source award to Pioneering Evolution LLC (Arlington, VA) • Scope: implementation, deployment, and support of the SyncPoint web‑based financial‑management system • Intended users: Navy PMOs, budget and financial managers, assistant program managers, and other PPBE stakeholders • Requirement justification: only source possessing proprietary SyncCore architecture and source code • Opportunity to submit a capability statement (deadline not specified) to potentially trigger a competitive procurement

Budget estimate

$2,000,000 – $5,000,000

The solicitation does not disclose a contract value. Based on the scope—nationwide implementation, deployment, and multi‑year support of a complex, mission‑critical financial‑management system for the Navy—a reasonable estimate would be in the low‑to‑mid multi‑million dollar range. Factors influencing the estimate include the size of the Navy’s user base, the need for extensive integration with existing PPBE systems, training, and long‑term support (potentially 3‑5 years). A conservative low estimate might be $2 million, while a high estimate could approach $5 million if the solution includes extensive customization and ongoing service contracts.
