The City of New York Department of Homeless Services is seeking qualified nonprofit or service providers to develop, operate, and manage “Safe Havens” – low‑threshold, Housing‑First shelters for street‑homeless adults and adult couples. Contractors will be responsible for acquiring or leasing suitable sites, furnishing them with appropriate rooms, providing 24/7 security, delivering meals, laundry, and on‑site/linked medical and behavioral‑health services, and facilitating rapid housing placement for clients. The contract is open‑ended; DHS may award multiple contracts over time, each initially for approximately four years with a possible four‑year renewal option. Contractors must comply with a suite of city‑mandated riders (Community Hiring, Paid Sick Leave, Labor‑Peace Agreement, etc.) and meet rigorous reporting, fiscal‑control, and record‑keeping requirements. • Operate Safe Haven shelters (≤ 80 beds preferred) with ADA‑accessible, air‑conditioned facilities. • Provide comprehensive support services: meals, laundry, on‑site/linked health and behavioral‑health care (minimum 3 days/week), case management, and housing‑placement assistance. • Meet extensive compliance obligations: Community Hiring goals (1 hire per $500 k), Paid Sick Leave Law rider, Labor‑Peace Agreement certifications, quarterly reporting, and annual record‑retention.
