This Sources‑Sought RFI requests industry feedback to help the U.S. Army Corps of Engineers determine the most effective delivery method and contracting vehicle for a new Flight Simulator Facility at Joint Base Elmendorf‑Richardson, Alaska. The facility will be approximately 38,401 sf, house 12 flight‑simulator bays, classrooms, briefing rooms, equipment support areas, and staff offices, and must include controlled spaces that meet Intelligence Community Directive (ICD) 705 standards, a backup generator, and telecom integration with the Joint Integrated Test and Training Center (JITTC). The project is funded under MILCON with a target budget of $90‑$140 M and a 5‑year performance period, presenting challenges such as winter construction, secure‑space accreditation, and coordination with adjacent projects.
