Description
This Iowa Health and Human Services solicitation seeks qualified nonprofit, community‑based, educational, or local‑government entities to deliver a statewide Temporary Assistance for Needy Families (TANF) “Partner Support Grant.” The contractor will provide outreach, eligibility processing, work‑readiness training, education and skills development, financial‑wellness coaching, health‑behavioral supports, family‑stability services, and other supportive services aimed at increasing economic mobility for TANF‑eligible families. The award is a fixed‑price, reimbursable contract up to $500,000 per year (maximum $5 M across all awards) with a base term of August 1 2026 – June 30 2029 and possible two‑year extensions. Reporting is extensive, requiring monthly claims, quarterly progress/data/financial reports, annual and final reports, and strict compliance with security, insurance, and federal TANF regulations.
• Deliver statewide or regional services that meet TANF’s four purposes (assistance, independence, reduced out‑of‑wedlock pregnancies, two‑parent families).
• Provide a full suite of supports: outreach, work‑readiness series, education/training, financial literacy, health‑behavioral services, childcare/transportation, and partnership coordination.
• Maintain rigorous data collection and reporting via the IowaGrants system, including quarterly and annual reports, and comply with security frameworks (NIST/HIPAA/FedRAMP) and insurance requirements.
• Manage a budget not to exceed $500,000 per contract year, with allowable costs, indirect‑cost limitations, and detailed line‑item justification.
