The University of Maryland, Baltimore County (UMBC) seeks a qualified offeror to design, finance, construct, own, operate, maintain, and sell solar‑PV power under a 25‑year fixed‑rate Power Purchase Agreement (PPA). The scope covers five campus sites – warehouse rooftop, 900 Walker Avenue rooftop, Chesapeake Employers Insurance Arena rooftop, and two canopy options for the North Stadium lot – with a portfolio target of roughly 1,250 kW DC to capture the full $750,000 state incentive. The award will be a single‑vendor contract, with the offeror responsible for all design, permitting, installation, interconnection, performance testing, and long‑term O&M, including handling of Renewable Energy Credits (SRECs). An MBE participation goal of 10 % of contract value is required, and the contractor must provide a performance bond and meet insurance minimums.
• Design & engineering of PV systems (layout, structural, wind‑load, seismic compliance).
• Full‑turnkey construction, permitting, interconnection with BGE, and commissioning.
• 25‑year operation & maintenance, performance monitoring, and SREC management.
• Financing of the project and provision of fixed‑rate PPA pricing (with and without SRECs).
• Compliance with Maryland Energy Administration incentive program ($600/kW DC, up to $750k).
