Chemical Management Managed Service

The Idaho National Laboratory (INL), via Battelle Energy Alliance, is seeking qualified vendors to provide a comprehensive Chemical Management Managed Service. The service will administer INL’s enterprise Chemical Inventory System (CIS), ensure regulatory compliance (OSHA, EPA, DOE), perform on‑site chemical coordination, maintain Safety Data Sheet (SDS) libraries, support reporting (Tier II/EPCRA), provide training, and manage program KPIs. Vendors must demonstrate the ability to staff on‑site coordinators, obtain DOE security clearances, and deliver a transition and sustainment plan. Interested parties submit an Expression of Interest by 14 Sept 2026. • On‑site chemical lifecycle tracking (approval, purchasing, labeling, storage, disposition) • CIS administration, data governance, and SDS library management • Regulatory compliance and Tier II/EPCRA reporting • Coordination with purchasing, vendor management, and warehouse functions • Training and user support for CIS users and lab personnel • Program management with KPI dashboards and status reporting • Requirement for DOE L‑level security clearances for on‑site staff • Mobilization, knowledge transfer, and continuity of operations plan • Pricing model (FFP, T&M, or hybrid) and rate card to be provided • Must have local presence in Idaho Falls area and ability to respond on‑call
