RFP 2026-P17 Investment Advisor

Hays County is seeking proposals from eligible and qualified investment advisory firms to serve as investment advisor to the Hays County Treasurer and the County's Investment Committee. The investment advisor will be responsible for managing the County's investment portfolio, estimated at $80 million. The selected firm will be expected to optimize interest income, provide investment recommendations, and attend quarterly Investment Committee meetings. The contract will be for one year, with the option for four one-year renewals. • The investment advisor will be responsible for day-to-day management of the investment program, including researching and providing investment recommendations, executing securities purchases and sales, and providing monthly reports. • The advisor will also be expected to review the County's investment policy annually and recommend amendments as necessary. • The County is seeking a firm that can provide these services at a reasonable cost and is willing to be attentive and responsive to the County's needs. • The selected firm will be required to provide a written acknowledgement of the County's investment policy and to disclose any relationships with financial institutions or securities brokerage firms. • The firm will also be required to provide a copy of their Certificate of Insurance, a list of references, and a copy of their firm's most recent audited financial statements.
