Navy Electronic Chart Display and Information System (ECDIS) Hardware and Software Production

The U.S. Navy is seeking a contractor to develop, produce, integrate, test, field, and provide lifecycle sustainment of the Electronic Chart Display and Information System (ECDIS) hardware and software. The scope of work includes production, sustainment, integration, assembly, and testing of hardware, as well as maintenance, modification, upgrades, integration, testing, and delivery of ECDIS software products. The contract will have a base year with four one-year option periods, beginning in FY27. Deliveries are anticipated to be FOB Destination. • The Navy ECDIS is fielded on all U.S. Navy ships and submarines as the primary navigation plotting system. • The system integrates inputs from multiple sensors to provide accurate ship positioning and ensure safe navigation. • The solicitation consolidates both software development and hardware production into a single competitive procurement. • The Government intends to require electronic proposal submission exclusively through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module.
