The Arizona Department of Administration (State Procurement Office) is seeking one or more contractors to provide custodial services for unclaimed property held by the Arizona Department of Revenue. The work is split into two service categories: (1) Securities Custodian Services – receipt, inventory, valuation, sale, and claim‑processing of stocks, bonds, and other investment instruments; and (2) Digital Assets Custodian Services – secure custody, transaction execution, staking, AML screening, and reporting of cryptocurrencies, tokens, and other blockchain‑based assets. The State will award contracts on a “most advantageous” basis, with an initial 12‑month term (extendable up to five years) and firm‑fixed pricing. Offerors must submit a complete technical proposal, pricing sheet, insurance documentation, and conformance/exceptions statements via the Arizona Procurement Portal.
• Scope includes full lifecycle custody, real‑time reporting, and timely remittance of proceeds (within 5 business days).
• Required staffing: at least one qualified financial consultant (securities) or trading specialist (digital assets) plus an alternate, both available during regular business hours.
• Security standards: qualified custodian, cold‑storage, multi‑party computation, multi‑signature policy, AML/blockchain forensics, and a secure online dashboard for State access.
• Pricing must be firm, fixed, all‑inclusive; price adjustments require ≥60 days notice.
• Contract value is not disclosed; pricing will be a primary evaluation factor after experience and method of approach.
