Comprehensive Land Use Regulations Update

The Town of Clinton, Connecticut is seeking a qualified consulting firm to comprehensively update its Zoning and Subdivision Regulations in alignment with the 2025 Plan of Conservation and Development and Connecticut statutes. The consultant will review existing regulations, identify inconsistencies, propose amendments, coordinate with multiple town departments and commissions, and produce user‑friendly digital and printed documents. The scope also includes public‑engagement planning, graphic examples, GIS map updates, and assistance with the formal adoption process. • Review 2025 Plan of Conservation & Development and recommend regulatory changes. • Align zoning and subdivision codes with CT General Statutes and case law. • Update definitions, permitted uses, lot standards, design standards, open‑space, resiliency, and housing provisions. • Coordinate standards across zoning, subdivision, building, public works, health, fire, and environmental agencies. • Conduct at least two public meetings and develop an engagement strategy. • Deliver revised regulations in print, PDF, and GIS‑compatible formats. • Provide a summary of permitting requirements and timelines. • Participate in monthly project meetings and periodic updates to the Planning & Zoning Commission.
