New Haven Zoning Ordinance Reform

The City of New Haven is seeking a multi‑disciplinary consulting team to review, rewrite, and re‑map the city’s zoning ordinance so it aligns with the newly adopted Vision 2034 Comprehensive Plan. The effort will modernize language, simplify procedures, promote walkable mixed‑use and transit‑oriented development, expand affordable housing, protect neighborhoods from displacement, support emerging commercial sectors, and embed climate‑resilience measures. The scope includes project management, stakeholder engagement, analysis of the existing ordinance, development of reform recommendations and a draft new ordinance with updated zoning districts and a revised zoning map. The team must demonstrate experience in urban zoning, equity‑focused planning, and the ability to work with city staff, residents, designers, and developers. Deliverables include a written ordinance, graphics/illustrations, a public‑friendly format, and coordination with the city’s new digital hosting platform and ESRI mapping tools. • Align zoning code with Vision 2034 goals (housing, equity, climate resilience). • Produce a modern, clear, and digitally‑ready ordinance and map. • Conduct public outreach, workshops, and stakeholder interviews. • Deliver graphics, illustrations, and navigation aids for easy use. • Integrate with ESRI HubSites, Survey123, ArcGIS Pro/Urban. • Provide project administration, reporting, and final contract deliverables.
