RFQ for Planning & Design Services – Park System Strategic Master Plan (Siloam Springs, AR)

The City of Siloam Springs, together with the Northwest Arkansas District Council of the Urban Land Institute, is seeking qualified planning and design firms to create a comprehensive Park System Strategic Master Plan. Applicants must submit a Statement of Qualifications (SOQ) in PDF format by the deadline. The effort will involve community engagement, inventory of existing parks, identification of gaps, and development of a multi‑year implementation strategy. • Develop a strategic master plan for the city’s park system, including inventories, needs assessments, and design recommendations. • Conduct stakeholder and public outreach to gather input and priorities. • Deliver a phased implementation roadmap with cost estimates, phasing, and performance metrics. • All submissions must be electronic PDFs sent to the designated ULI contact (Jessica Lewallen). • Deadline for submission: September 2, 2026, 2:00 PM CDT.
