Architecture covers the design of public buildings and spaces: new facilities, renovations and additions, master plans, space programming, historic preservation, interior design, and park and site design. It is bought by school districts, colleges and universities, cities and counties, state facilities and capital planning offices, housing authorities, transit agencies and federal agencies that own or lease buildings.
Public agencies usually hire architects through qualifications-based selection. The buyer issues a Request for Qualifications or a request for statements of qualifications, ranks firms on experience, staff, similar projects and approach, and then negotiates a fee with the top-ranked firm, so price is often not part of the first submission. Many agencies also keep on-call or as-needed design lists that firms join once and receive task orders from over several years. A licensed architect is generally required to seal the work, and firms are often asked for professional liability insurance.
