This RFI seeks industry input on a responsive‑launch space vehicle (SV) capable of rendezvous, proximity operations, and docking (RPO‑D) for threat‑response missions in FY 29 and beyond. The government wants to identify technical approaches, security clearances, flight‑heritage, and cost estimates for a payload‑agnostic, “plug‑and‑play” vehicle that can be stored, rapidly launched, and operate across multiple orbital regimes (LEO, MEO‑Low, MEO‑High, GEO, GTO). Responses must include security posture, digital engineering capability, flight‑heritage evidence, architecture description, mass/power/BoM data, and a rough order‑of‑magnitude cost breakdown.
• Design a payload‑agnostic SV meeting ΔV > 500 m/s (up to > 1,900 m/s) and SDA sensor resolution < 8 cm (objective < 4 cm, < 2 cm).
• Demonstrate ability to launch within 14 days of task‑to‑launch and meet multiple launch‑call‑up levels (RL‑1, RL‑2, RL‑3).
• Provide security clearance details, CUI handling plans, and flight‑heritage (≥ 2 LEO or 1 GEO by early 2027).
• Submit a ROM estimate covering NRE, software, hardware, integration, testing, and recurring support.
