The Massachusetts Port Authority is seeking qualified firms to clean, de‑contaminate, and test the proportioners of its Aircraft Rescue and Fire Fighting (ARFF) fleet at Boston‑Logan International Airport, transitioning from PFAS‑based AFFF foam to fluorine‑free (F3) foam. The work includes draining, cleaning, rinsing, proportioner performance testing, and full hazardous‑waste management (transport, disposal, and documentation) for 16 ARFF trucks, trailers, and a marine unit. The contract will be a three‑year purchase order with two optional one‑year renewals, and all work must be performed on‑site under strict security and environmental regulations.
• Drain and clean AFFF tanks on ARFF trucks, trailers, and marine unit, then rinse and test proportioners to verify correct foam concentration.
• Manage, transport, and dispose of all PFAS‑containing waste and rinse water in compliance with RCRA, CERCLA, and Massport’s Spill Prevention & Response Plan.
• Provide all necessary personnel, PPE, safety plans, security badges (TWIC, SIDA), and documentation; maintain FAA Part 139 ARFF index availability throughout the project.
