Massachusetts Bids and Bidding Guide
Massachusetts state agencies post solicitations to COMMBUYS, the Commonwealth's e-procurement platform, where vendors register and submit responses. MassDOT advertises its own construction work, the Department of Elementary and Secondary Education posts its grant RFPs on its own pages, and the state's 351 cities and towns each run separate procurement of their own. This guide covers where each posts, which regions issue the most, and how to watch them together.
A word on how Massachusetts is built, because it shapes where the contracts are. Every square inch of the state belongs to one of 351 cities and towns, and each buys on its own authority. County government has been abolished or substantially reduced across most of the state, so unlike almost anywhere else, the county is not a meaningful buyer here. Add the state agencies, the transit and port authorities, and one of the densest concentrations of universities and teaching hospitals anywhere in the world, and you have a great many independent buyers for a state this size.
Where Are Massachusetts RFPs Posted?
- COMMBUYS — open bid opportunities and statewide contracts from Commonwealth agencies. Free registration, and required to respond.
- MassDOT — highway, bridge and transit work, with prequalification for construction contractors.
- Department of Elementary and Secondary Education — grant RFPs for education programs, posted on its own grants pages.
- 351 cities and towns — the real local market, each with its own procurement office and vendor list.
- Universities, teaching hospitals and research institutions — research services, facilities, IT and specialist equipment, largely outside the state system.
- Transit and port authorities — the MBTA and Massport among them, procuring independently and at scale.
COMMBUYS is the first place to look and the easiest to set up: registration is free, and it is what puts you in front of state buyers rather than leaving you to browse. Do it before you start hunting, not once you have found something with a deadline attached.
Do Massachusetts Counties Issue RFPs?
Mostly not, and this catches out vendors from other states. Massachusetts abolished the governments of most of its counties, and the handful that still function have limited responsibilities. County names remain useful for orientation — Middlesex, Worcester, Essex, Suffolk, Norfolk, Bristol, Plymouth, Hampden, Barnstable, Hampshire — but planning a search around county procurement will not get you far. The 351 municipalities are where local buying happens, and there is no layer above them consolidating it.
What Do You Need Before You Can Bid in Massachusetts?
- Register free on COMMBUYS and set the commodity categories that describe what you supply. Those categories drive your notifications.
- Check whether you qualify for the Commonwealth's supplier diversity certifications. They affect eligibility for some work and make you attractive to primes with subcontracting commitments.
- Start MassDOT prequalification if you do transportation construction. It runs separately from COMMBUYS.
- Register with the municipalities you actually serve, and with the universities and hospitals if institutional work is your market. Neither inherits your COMMBUYS account.
Which Massachusetts Cities Issue the Most RFPs?
- Boston — by far the largest municipal buyer: transit, public health, schools, waterfront and capital projects.
- Worcester — central Massachusetts hub: healthcare, higher education, municipal infrastructure.
- Springfield — western Massachusetts: public works, education services, redevelopment.
- Cambridge — dense research and biotech environment: technology, facilities and university-adjacent work.
- Lowell and Lynn — former mill cities north of Boston: infrastructure renewal, schools, housing.
- Brockton, New Bedford and Fall River — southeastern Massachusetts: port activity, municipal services, redevelopment.
- Quincy — coastal infrastructure, transit-adjacent development and municipal facilities.
- The smaller towns — several hundred of them, buying steadily and attracting very little competition.
How Do You Improve Your Odds on a Massachusetts Bid?
Narrow your search to what you actually deliver, then vary the phrasing — municipal clerks and state buyers write solicitations differently, and a single search term will miss work that a synonym finds. Set up notifications rather than relying on remembering to check, and favorite the near-misses so you build a picture of what recurs in your category.
Then read what you shortlist properly. Evaluation criteria, submission requirements and deadlines decide more Massachusetts bids than proposal quality does, and every solicitation names a contact for exactly the questions you are hesitating to ask.
How Do You Watch COMMBUYS and 351 Municipalities at Once?
COMMBUYS covers the Commonwealth. Boston, Worcester, Springfield and the other 348 cities and towns each buy separately, as do the universities and hospitals — which is a lot of ground to cover by hand. Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. Filter to Massachusetts and narrow by agency, industry or NAICS code, then save the search so new Massachusetts bids arrive by email once a day, at the hour you pick. It is $49.99 a month or $479.99 a year, with a 7-day free trial.
Where Should You Start With Massachusetts RFPs?
- Register on COMMBUYS. It is free, and it is the gate on every piece of Commonwealth work.
- Stop looking for county procurement and start listing the towns you can realistically serve. In Massachusetts the municipality is the buyer.
- Consider the institutional market seriously. The universities and teaching hospitals here buy at a scale few states can match, and they sit entirely outside the state system.
Massachusetts is a small state with an unusually large number of independent buyers and almost no county layer to consolidate them. The vendors who do well here work the municipal and institutional layers rather than stopping at COMMBUYS.
FAQs
Where are Massachusetts RFPs posted?
COMMBUYS is the Commonwealth's official e-procurement platform, where state agencies post open bids and statewide contracts and vendors register to respond. MassDOT advertises its own construction work, the Department of Elementary and Secondary Education posts its grant RFPs on its own pages, and the 351 cities and towns each run separate procurement.
What is COMMBUYS?
COMMBUYS is the e-procurement system for Massachusetts. Agencies use it to post opportunities and statewide contracts; vendors use it to register, browse open bids, manage their catalog and submit responses to RFPs and invitations for bids. Registration is free.
Why does Massachusetts have so many separate buyers?
Massachusetts has 351 cities and towns, and every square inch of the state belongs to one of them. County government has been abolished or substantially reduced in most of the state, so the municipality is the meaningful local buyer — which makes municipal contracting a much larger share of the market than the state total suggests.
Do Massachusetts counties issue RFPs?
Rarely, and not everywhere. Massachusetts abolished the governments of most of its counties, and the ones that remain have limited functions. Do not plan a search around county procurement here — the 351 cities and towns are where local buying actually happens.
Do universities and hospitals in Massachusetts issue RFPs?
Yes, and it is one of the state's distinguishing features. The concentration of universities, teaching hospitals and research institutions means substantial procurement for research services, facilities, IT and specialist equipment, largely outside the state system and with its own registrations.
Do I need to register on COMMBUYS to bid?
Yes, for Commonwealth agency work — registration is what lets you submit a response. Massachusetts municipalities, universities and authorities maintain their own separate vendor registrations, so bidding broadly means signing up in more than one place.
How many Massachusetts bids close this week?
250+ open Massachusetts bids close in the next seven days.
Does this include federal opportunities in Massachusetts?
Yes. 25 open federal solicitations from SAM.gov and other federal sources name Massachusetts as the place of performance. They are listed in their own section on this page.
