Request for Proposals - Impact Fee Study

The City of Cedartown, Georgia is soliciting proposals from qualified firms to conduct a Development Impact Fee Study and provide implementation support. The study should be consistent with the Georgia Development Impact Fee Act of 1990 and applicable Georgia planning requirements. The selected firm will be required to provide a defensible impact fee study, recommended fee schedule(s), and supporting implementation materials. The scope of services includes project management, data collection, impact fee study, program design, capital improvements element integration, and implementation materials. • The firm should have at least five years of relevant experience conducting impact fee studies, fiscal impact analysis, urban/regional planning, or closely related professional services for local governments. • The firm should demonstrate experience delivering impact fee studies that comply with Georgia's Development Impact Fee Act (DIFA) or equivalent state impact fee statutes. • The firm should have the ability to provide a project team with the expertise to perform technical analysis, legal/policy implementation support, and stakeholder presentations. • The firm should have professional liability (errors and omissions) insurance of at least $2,000,000.
