The Houston-Galveston Area Council (H-GAC) is seeking a marketing and communications firm to design and implement a comprehensive regional engagement campaign in support of the Clean Air Action Plan (CAAP). The selected contractor will expand and operationalize the existing Clean Air, Healthy Communities brand to deliver a coordinated, data-driven engagement effort across the region. The campaign aims to improve public understanding of air quality challenges and promote actions that contribute to measurable emissions reductions and improved public health outcomes. Key tasks include project management, campaign strategy development, content creation, media outreach, community engagement, and performance evaluation. Deliverables will include a Project Management Plan, campaign messaging and content strategy, educational toolkits and engagement materials, media implementation plans and performance reports, behavior change campaign concepts, stakeholder engagement materials, and periodic performance and evaluation reports.
• The campaign will focus on increasing public awareness of regional air quality issues, communicating health impacts associated with air pollution, and encouraging practical actions that improve air quality.
• The contractor will develop a comprehensive campaign messaging framework, produce multimedia educational materials, implement targeted media and engagement efforts, support stakeholder engagement activities, and track campaign performance through defined metrics.
• The contractor will also provide support for stakeholder engagement activities, including local government briefings, presentations to community groups and regional partners, and communications to the healthcare sector.
• The contractor will develop communication materials, presentation resources, and toolkits that support these engagement activities and enable partners to effectively communicate campaign messages within their communities.
