CRISIS CARE COORDINATION INITIATIVE

The State of Wyoming, Department of Health, Behavioral Health Division, is seeking a contractor to design, facilitate, and evaluate comprehensive, simulation-based exercises with a tabletop exercise component, focused on behavioral health crisis care coordination in Wyoming communities. The contractor will work with local community partners to develop standardized governance packets, including workflow charts, decision trees, written policies, and a comprehensive Memorandum of Understanding (MOU). The exercises will aim to identify strengths and areas for improvement in the current crisis care system and inform system improvements for state-contracted Behavioral Health Centers (BHCs) and improved coordination of existing community resources and first responders. Key stakeholders include 988 Call Centers, state health and emergency management agencies, state-contracted BHCs, community first responders, local hospitals, and community organizations. The contractor will deliver a professionally written After Action Report (AAR) and facilitate targeted follow-up workshops with community partners. • The contractor will conduct a half-day behavioral health crisis simulation followed by a half-day discussion-based tabletop exercise to validate local protocols, identify system strengths, and expose friction points across the crisis care continuum. • The contractor will deliver a professionally written AAR and facilitate targeted follow-up workshops with community partners to translate AAR findings into standardized local protocols. • The contractor will work with local community partners to develop a suite of foundational documents, including workflow charts, decision trees, written policies, and a comprehensive MOU. • The contractor will provide administrative and planning support for all simulation and exercise events. • The contractor will execute all logistical steps for scheduling events, including phone calls, emails, and travel arrangements.
