Description

TDOT is seeking statewide traffic‑control services to support flagging, queue‑truck operations, lane‑closure set‑up/take‑down, and Traffic Management Assistant (TMA) services across four Tennessee regions. The contract will be awarded on a cost‑based tiered approach (Vendor A → B → C) and may be split into up to three contracts per region. Work is billed hourly with a minimum four‑hour deployment, and includes both regular (7 a.m.–7 p.m.) and premium (overnight/weekend) time categories. Vendors must provide certified flaggers, MASH‑compliant attenuator and queue‑protection trucks, and maintain all required traffic‑control devices per TDOT and MUTCD standards. • Hour‑based services (≈ 24,000 service hours) plus 7,500 lane‑closure units. • Minimum 4‑hour deployment per event; regular and premium time rates. • Required certifications: Tennessee contractor license, flagger certification, ATSSA‑approved operator training, tax registration, de‑barment questionnaire, Iran‑Divestment Act compliance. • Contract term: 1‑year base with up to four one‑year renewals (maximum 5 years) and possible 180‑day extension. • Reporting: daily logs, weekly reports (if > 1 week), immediate incident reports, and site‑specific traffic‑control plans submitted ≥ 5 business days before planned work.

Budget estimate

$1,500,000 – $2,500,000

Because no ceiling price is disclosed, we estimate based on the cited service quantities. The solicitation calls for roughly 24,000 service hours. Assuming an average hourly rate of $55 – $90 (typical for flagger and specialized truck crew rates), total labor cost would range from $1.3 M to $2.2 M. Adding equipment fees for attenuator and queue‑protection trucks (estimated $200‑$300 k) and incidental costs, a realistic contract value could fall between $1.5 M and $2.5 M. Thus the client could expect earnings in the low‑to‑mid millions.
