Tennessee Bids and Bidding Guide

Tennessee state agencies publish solicitations through the Central Procurement Office, whose Invitations to Bid listing is the first place to check. The University of Tennessee System runs a separate posting board, and the state's 95 counties and its cities each buy on their own. This guide covers where each posts, and what the major Tennessee cities actually buy — because the answer differs sharply between Nashville, Memphis and Clarksville.

Where Are Tennessee RFPs Posted?

  • Central Procurement Office — Invitations to Bid — current state agency solicitations on tn.gov, filterable by industry and area of interest.
  • University of Tennessee System posting board — a separate board covering the UT System's own purchasing.
  • TDOT — highway, bridge and transportation lettings, with prequalification for construction contractors.
  • 95 county governments — county services, roads, schools and health. Separate vendor lists.
  • City portals — Nashville, Memphis, Knoxville, Chattanooga and the rest, each with its own procurement office.
  • Federal channels — Fort Campbell near Clarksville, which posts on SAM.gov, and Oak Ridge National Laboratory near Knoxville, which buys through its own contracts division. Neither appears on state listings.

One bookmark worth keeping: the University of Tennessee's current bids list on its procurement site. UT procurement is entirely separate from the Central Procurement Office and needs watching directly if higher education is a target.

What Do You Need Before You Can Bid in Tennessee?

  1. Register as a supplier with the Central Procurement Office and set the categories that describe what you sell, so notices reach you rather than relying on a checking habit.
  2. Register separately with the University of Tennessee System if higher education is part of your plan. Its board and its vendor list are independent of the state's.
  3. Start TDOT prequalification if you do transportation construction. It runs separately, so start it well before a letting.
  4. Add the cities and counties you actually serve, and decide about federal. Around Clarksville and Oak Ridge, federal work is a major market.

Which Tennessee Cities Issue the Most RFPs?

Tennessee's regions buy very differently from one another, so the city you target matters more than the industry you are in.

  • Nashville — the capital and largest city: music and entertainment, healthcare, education, and the infrastructure a fast-growing metro needs.
  • Memphis — logistics and transportation above all, given its position on the Mississippi and its role as FedEx's global base.
  • Knoxville — manufacturing, energy and healthcare, plus the UT flagship campus and Oak Ridge National Laboratory nearby in Oak Ridge.
  • Chattanooga — manufacturing and technology: infrastructure projects, municipal broadband and industrial initiatives.
  • Murfreesboro — one of the fastest-growing cities in the state and now among its largest: healthcare, retail development, schools and roads.
  • Clarksville — next to Fort Campbell: base support, defense-adjacent construction and logistics.
  • Franklin — affluent Nashville suburb: healthcare, technology and retail services.
  • Johnson City — a healthcare hub in the northeast: medical services and equipment procurement.
  • Jackson and Bartlett — West Tennessee: manufacturing, agriculture and education in Jackson; suburban services in Bartlett.

How Do You Track Tennessee Bids Across Every Source?

Bid opportunities only help if you find them in time to write a good proposal. Checking the state ITB listing, the UT board, 95 county sites and every city portal separately is not a realistic routine. Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. Filter to Tennessee and narrow by agency, industry or NAICS code, then save the search so new Tennessee bids arrive in one email digest, daily or weekly, at the hour you pick. It is $49.99 a month or $479.99 a year, with a 7-day free trial.

Where Should You Start With Tennessee RFPs?

  1. Register with the Central Procurement Office and bookmark the Invitations to Bid listing.
  2. Pick a region. Nashville healthcare, Memphis logistics and Knoxville energy work reward completely different credentials, and Tennessee is spread out enough that trying to cover all three usually means covering none well.
  3. Add the University of Tennessee board or the federal channels if either matches what you sell. Both carry steady volume and neither appears in state listings.

Tennessee is really three or four regional markets stacked under one state system. The vendors who do well here chose a region, registered in the right places, and stopped treating the state portal as the whole picture.

FAQs

Where are Tennessee RFPs posted?

The Central Procurement Office publishes state agency solicitations, including its Invitations to Bid listing on tn.gov. The University of Tennessee System runs a separate posting board for its campuses, and Tennessee's 95 counties and cities advertise on their own portals.

Which Tennessee cities have the most contracting activity?

Nashville leads, with music, entertainment, healthcare and education driving demand. Memphis follows, weighted heavily toward logistics and transportation. Knoxville and Chattanooga carry manufacturing and energy work, and Murfreesboro is one of the state's fastest-growing cities.

What kind of contracts does Memphis issue?

Memphis is a major transportation and logistics hub thanks to its position on the Mississippi and its role as FedEx's global base. Logistics, distribution, warehousing and transportation infrastructure dominate, alongside the usual municipal facilities and services work.

Are there federal contracting opportunities in Tennessee?

Yes. Clarksville's economy centers on Fort Campbell, which generates sustained demand for base support, construction and logistics. Oak Ridge, near Knoxville, adds federal energy and research contracting through its national laboratory. Fort Campbell posts on SAM.gov, and Oak Ridge National Laboratory buys through its own contracts division; neither uses the state system.

Do Tennessee universities issue their own RFPs?

Yes. The University of Tennessee System maintains its own procurement posting board covering research, construction, facilities management and services across its campuses — entirely separate from the state's Central Procurement Office listings, with its own registration.

What industries win the most Tennessee contracts?

Healthcare is a major category, particularly around Nashville and Johnson City. Logistics and transportation concentrate in Memphis, manufacturing and energy in Knoxville and Chattanooga, and defense-related work around Clarksville. Education contracting runs statewide.

Do I need to register to bid on Tennessee contracts?

Yes. Register as a supplier in Edison, the state's system, and set your category codes so notices reach you. The University of Tennessee System keeps its own vendor list, and TDOT requires prequalification for transportation construction.

How many Tennessee bids close this week?

50+ open Tennessee bids close in the next seven days.

Does this include federal opportunities in Tennessee?

Yes. 19 open federal solicitations from SAM.gov and other federal sources name Tennessee as the place of performance. They are listed in their own section on this page.
