20-0025; Program and Business Digital Transformation Support

The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is conducting market research to identify qualified firms capable of providing expert database and software development, testing, and maintenance services for a comprehensive digital transformation of its command‑wide tools and data assets. The effort includes building and sustaining Power Platform solutions (Power Apps, Power BI, Power Automate, Dataverse), Tableau visualizations, Oracle and Microsoft Access database management, data‑warehouse integration, AI/ML support, graphic interface design, and automated workflows. Contractors must demonstrate experience with Microsoft Power Platform, Tableau, Oracle, and secure DevSecOps practices, and be prepared to work primarily from their own facilities with occasional on‑site visits to the Philadelphia Navy Yard. Deliverables include functional software, documentation, source code repositories, training materials, and monthly status/financial reports. The solicitation is an RFI; no proposals or pricing are being solicited at this stage. • Provide capability statements for custom software development, data analytics, and database management. • Must support Power Platform (Power Apps, Power BI, Power Automate, Dataverse) and Tableau. • Experience required with Oracle, Microsoft Access, SharePoint, Teams, and Microsoft Office automation. • Deliver secure, government‑owned code with full documentation and transition plans. • Primary work performed remotely; up to 10 % on‑site at NSWCPD Philadelphia facility. • Monthly reporting on technical progress, financials, and personnel.
