Description

Washington State Department of Transportation seeks a comprehensive, web‑based Standards Access Solution that will provide agency‑wide, centralized, up‑to‑date access to a wide range of engineering and transportation standards and technical publications. The vendor must deliver a hosted platform that meets or exceeds detailed specifications, supports unlimited concurrent and potential users, and integrates with WSDOT’s authentication methods. The contract is a two‑year base term with a possible two‑year extension, and the award will be based on the lowest responsive and responsible bid, with a small‑business or veteran‑owned preference. • Core deliverable: a SaaS platform offering full access to collections such as AASHTO, ASTM, ACI, AWS, SSPC, and custom “Standards Expert” collections. • Required services: ongoing support, maintenance, and unlimited user licensing for the contract term. • Evaluation criteria: compliance with Exhibit B specifications, price (Exhibit C), and responsibility; small‑business preference applies. • Submission must include all required exhibits (A‑F), a signed wage‑theft certification, and be emailed to the procurement coordinator by 9/14/2026.

$100,000 – $150,000

The solicitation lists an estimated initial contract value of $120,000, with the total four‑year cost likely staying under $150,000. Considering implementation, support, and potential optional services, a realistic budget range is roughly $100k to $150k for the base contract. Factors influencing the final amount include the extent of optional features selected, any price escalations, and whether the contract is extended for an additional two years.
