Description
The Defense Health Agency (DHA) is seeking market input for a pilot supplemental insurance program that would provide cancer‑related coverage to active‑duty service members, retirees, and their dependents enrolled in TRICARE. The pilot, mandated by Section 734 of the FY 2026 NDAA, must be established no later than 30 September 2027 and will be a “no‑cost” (100 % beneficiary‑paid) group plan. DHA is gathering information on plan design, coverage scope, eligibility, enrollment, claims processing, data reporting, and the insurer’s ability to underwrite an unsubsidized product. Respondents must submit a written response (max 20 pages) addressing a detailed set of questions on plan types, coverage exclusions, premium structures, claim handling, and reporting requirements. Responses are due by close of business on 18 September 2026 via email to [email protected]. No contract award is guaranteed; the RFI is for market research only.
• Target audience: Regular‑component Army, Navy, Marine Corps, Air Force, Space Force members and dependents enrolled in TRICARE.
• Coverage focus: Supplemental indemnity for non‑covered cancer screening, diagnosis, and treatment expenses.
• Funding: Pilot is unfunded by the government; premiums are paid entirely by beneficiaries.
• Required information: Plan differentiation from commercial products, coverage details (including exclusions, limits, pre‑existing condition handling), state‑by‑state availability, overseas coverage, enrollment and premium payment processes, claims administration, data reporting, and insurer qualifications.
• Submission format: Written response ≤ 20 pages, emailed as instructed; no proprietary or classified information permitted.
