Colorado Bids and Bidding Guide

Colorado state agency solicitations are posted on Colorado VSS, the state's Vendor Self-Service system, where vendors register and receive notifications. Policy is set by the State Purchasing and Contracts Office inside the Office of the State Controller — which is a guidance site, not a bid board, and a common wrong turn. Below the state sit CDOT, Colorado Parks and Wildlife, the University of Colorado system, 64 counties and the municipalities, each buying on its own.

Where Are Colorado RFPs Posted?

  • Colorado VSS — state agency solicitations, notifications and responses. Free vendor account required.
  • State Purchasing and Contracts Office — purchasing policy, rules and vendor guidance. Reference only, not a bid list.
  • CDOT bidding — highway and bridge construction, bid electronically on Bid Express. CDOT prequalification for construction.
  • CDOT procurement on BidNet Direct — goods and services.
  • Colorado Parks and Wildlife — trails, campgrounds, facilities and land management.
  • CU Procurement Service Center — University of Colorado campuses. Separate supplier registration.
  • Counties, cities and school districts — local contracts across 64 counties. Registration varies by entity.

The state's own guide to bidding on work with Colorado is the shortest route into the system if you are starting cold. Two sources are easy to miss: Colorado Parks and Wildlife, which contracts trail construction, campground renovation, facilities and land management across the state park system, and the individual school districts, which purchase independently for transportation, food service, technology and facilities.

What Do You Need Before You Can Bid in Colorado?

  1. Register on Colorado VSS and complete your commodity codes. Registration is free, and the codes determine which solicitations reach you — a thin profile produces a quiet inbox rather than an empty market.
  2. Start CDOT prequalification if you do transportation construction. It runs separately from state vendor registration and it is not something you can complete once a letting is already advertised.
  3. Register with the CU Procurement Service Center if higher education is a target. University purchasing runs on its own system and its own supplier list, and state registration does not reach it.
  4. Add the counties and cities you actually sell into. Denver, Colorado Springs, Aurora and the larger counties each maintain their own vendor lists, and none of them inherit your state registration.

Which Colorado Cities Issue the Most RFPs?

Most of Colorado's contracting sits along the Front Range, and what each city buys differs sharply. Denver, Colorado Springs and Pueblo are not variations on one market — they are three different ones.

  • Denver — state capital and largest city: technology, construction, healthcare, transit.
  • Colorado Springs — substantial military presence: defense, aerospace, technology, base support.
  • Aurora — healthcare, infrastructure and education across a fast-growing metro suburb.
  • Fort Collins — Colorado State University and a research cluster: technology, renewable energy.
  • Lakewood — real estate, urban development and sustainability projects.
  • Thornton and Westminster — infrastructure, public works, environmental and education contracting.
  • Arvada — renewable energy, green initiatives and public transportation.
  • Pueblo — steel and heavy manufacturing, agriculture, logistics.
  • Centennial — IT services, research partnerships and development projects.
  • Boulder — the CU flagship campus: research, education and technology services.

How Do You Watch Every Colorado Source at Once?

Colorado opportunities only help if you find them with time left to write something good. Between VSS, CDOT, Parks and Wildlife, the CU system, 64 counties and every municipality, that is more places than a weekly routine covers. Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. Filter to Colorado and narrow by agency, industry or NAICS code, then save the search so new Colorado bids arrive in one email digest, daily or weekly, at the hour you pick. It is $49.99 a month or $479.99 a year, with a 7-day free trial.

Where Should You Start With Colorado RFPs?

  1. Register on VSS and set your commodity codes. Bookmark VSS rather than the State Controller's purchasing pages — the second one explains the rules, the first one lists the work.
  2. Pick your corridor. Denver technology work and Colorado Springs defense work reward very different registrations, references and framing, and chasing both at once usually means competing well in neither.
  3. Add one overlooked source to your watchlist — Parks and Wildlife, a school district, or the CU system. These are easy to overlook.

Colorado's public market is more fragmented than its size suggests. The vendors who do well here are the ones who registered in the right places before they needed to.

FAQs

Where are Colorado RFPs posted?

State agency solicitations are posted on Colorado VSS, the state's Vendor Self-Service system, where vendors also register and receive notifications. The State Purchasing and Contracts Office within the Office of the State Controller sets purchasing policy. CDOT, Colorado Parks and Wildlife, the University of Colorado system, the 64 counties and the municipalities all procure separately.

How do I register as a Colorado state vendor?

Through Colorado VSS at vss.state.co.us. Registration is free and it is what lets you view solicitation details, receive notifications matched to your commodity codes, and respond. Registering before you find work you want is the practical order — the account is not something to set up inside a bid window.

Where do I find Colorado transportation contracts?

CDOT advertises its highway and bridge construction projects on its own website, and contractors submit those bids electronically through Bid Express after getting CDOT prequalification. CDOT’s other purchasing (goods, services and non-construction contracts) is posted on BidNet Direct, part of the Rocky Mountain E-Purchasing System, rather than in the general state listings.

Which Colorado cities issue the most RFPs?

Denver leads as the state capital and largest city, with technology, construction and healthcare contracting. Colorado Springs follows, weighted heavily toward defense and aerospace. Aurora, Fort Collins and Lakewood round out the most active, each with a distinct profile.

Are there defense contracting opportunities in Colorado?

Yes, concentrated around Colorado Springs, which hosts a significant military presence and a substantial aerospace and defense sector. Vendors in those fields generally find the Colorado Springs region the natural focus, alongside federal contracting routes that sit outside the state system entirely.

Do Colorado universities issue their own RFPs?

Yes. The University of Colorado system runs its own Procurement Service Center covering purchasing across its campuses, with a route for suppliers to participate in bids. Colorado State University and the other institutions procure separately again, so higher education is several distinct markets rather than one.

How many Colorado bids close this week?

150+ open Colorado bids close in the next seven days.

Does this include federal opportunities in Colorado?

Yes. 50+ open federal solicitations from SAM.gov and other federal sources name Colorado as the place of performance. They are listed in their own section on this page.
