Description

The City of Franklin, Tennessee is seeking a qualified Owner Advisor (OA) consulting firm to guide the design, procurement, construction‑management, and close‑out of a large‑scale Fiber Reinforced Polymer Pipe (FRPP) rehabilitation/replacement program for its municipal sewer interceptor system. The OA will act as the Owner’s technical and contractual partner, supporting a Construction Manager‑at‑Risk (CMAR) delivery method, developing procurement packages, managing design coordination, overseeing construction activities, handling payment applications, and ensuring compliance with safety, insurance, and regulatory requirements. • Provide project initiation support, delivery strategy, budgeting, and scheduling for FRPP rehabilitation. • Develop and manage the RFQ procurement package for selecting a CMAR. • Administer the construction contract, maintain document control (Procore), and act as liaison between CMAR, designers, and the City. • Offer design‑phase assistance, constructability reviews, and independent cost estimate verification. • Deliver construction‑management services including site monitoring, RFI tracking, progress reporting, payment recommendation, and forensic investigations as needed. • Ensure compliance with Davis‑Bacon, SRF loan requirements, insurance, and environmental constraints. • Participate in optional finalist interviews (tentative 9/28/2026) and be prepared for award around 12/8/2026 with contract effective 1/1/2027.

Budget estimate

$500,000 – $2,000,000

The solicitation does not disclose a fee, but Owner Advisor contracts for large municipal infrastructure programs of this scale typically range from $0.5 million to $2 million over the multi‑phase, multi‑year effort. The lower bound reflects a minimal staffing and reporting effort, while the upper bound accounts for extensive forensic investigations, full‑time on‑site management, and comprehensive procurement support. Factors influencing the final amount include the number of FRPP segments addressed, the depth of forensic analysis required, and the duration of the CMAR procurement and construction phases.
